Goram, Director of Public Works RE: P&Z Comments from Parks and Recreation Board, August 1, 1994 The purpose of this memorandum is to provide you with information that you can share with the Planning and Zoning Commission regarding P&Z issues that affect the Parks and Recreation system. With the submittal of these comments, I will provide you with comments or direction that the Parks and Recreation Board would like the Planning and Zoning Commission to consider regarding projects that are currently involved in the development process. The following comments have been listed by the Parks and Recreation Manager and reflect what took place during the Parks and Recreation Board meeting of Monday, August 1, 1994. Coppell 200 South Development The Parks and Recreation Board received a presentation from Dowdy, Anderson and Associates and the developer with the Coppell 200 South project, north of Andrew Brown, Jr. Community Park, west. Mr. Bill Anderson, with Dowdy, Anderson and Associates had issued correspondence to the Board which described what improvements that the developer wished to bring forward with this development. Staff also informed the Parks and Recreation Board about previous commitments that had been made regarding this property also known as the "Magnolia Tract". I am attaching Mr. Anderson's correspondence as well as information on previous commitments on the referenced site. The Board made the following comments regarding the Coppell 200 South development. * The Board agreed with thc concept to develop thc proposed site, but felt that ' certain issues needed to be addressed prior to final plat approval. *~,~ A cost breakdown for the improvements proposed is needed to compare with improvements originally agreed to in 1985 and 1988. August 1, 1994 Page 2 * The following additions need to be made to the proposed improvements r? ,~. The developer will work with the City in order that a gran~ could be pursued for the donation of the park site and improvements proposed. ,~ The developer will provide for the establishment of bermuda turf grass in the park site. ~ The developer will provide a plan for what automated irrigation will be installed at or near the playground proposed. ,~' Any playground specifications would need to be coordinated with the Parks and Recreation Division and would be accessible to challenged individuals. (~9 The developer will work with the City to provide additional access along the Denton Tap Road Bridge as it is widened, should the pedestrian/bike bridge not be approved across / Denton Creek as proposed. i ~ The developer will provide aeration fountains within the two (2)  lakes proposed. , ,--:..r t- ..... ~ ..... t~..~ 7,,.,;,,g nf the c',-,p?,.u ,~_r~,)_ q,-,,&h, the developer will work with staff and the Parks and Recreation Board to finalize improvements to the proposed park site. Village at Cottonwood Creek, Section V, Preliminary Plat Staff briefed the Parks and Recreation Board on this proposed plat. In the case of this subdivision, the Parkland Dedication Ordinance would be in effect and would automatically require fees in the amount of $1,285 per dwelling unit. The Board had no comments on this development. Village at Cottonwood Creek, Section VI, Preliminary Plat Staff briefed the Parks and Recreation Board on this proposed plat. The Parkland Dedication Ordinance would be in effect for this subdivision. Because the development had a total of 188 dwelling units, the developer would be required to either dedicate 1.88 acres of parkland or provide $1,285 per dwelling unit for this project. Because of the small amount of parkland required, staff would recommend that money-in-lieu be required in this subdivision. Slaff has also required that a twenty foot (20') hike and bike trail easement with the construction of an 8' concrete trail be shown in the common area located in this development. The Parks and Recreation Board had no other comments regarding this subdivision. Parks and Recreation Board Comments August 1, 1994 Page 3 The Estates of Cambridge Manor, Presentation of Common Area Improvements The Parks and Recreation Board received a presentation from the developer of The Estates of Cambridge Manor, in regard to common area improvements to this subdivision. The Board thanked Mr. Bommarito for his presentation and his proposed amenities to this development. The next regular meeting of the Parks and Recreation Division is scheduled to take place on Monday, September 12, 1994.
