Introduction
On September 12, and again on September 26, 2000, the City Council was given a
briefing on means to achieve goals the Council had set for the community during their
summer retreat. One of the high priority goals related to the future of the Historic
District and the ultimate development of Old Coppell.
To assist Council in refining this goal and give direction to staff, the attached
outline was distributed for discussion. Although detailed conversation did not directly
address all elements of the attachment, it was clear that Council questioned the
boundaries of the District as envisioned by citizens, as outlined in the Comprehensive
Plan, and as delineated on our zoning map.
The Task
At conclusion of the work session, Council directed staff to discuss the
boundaries of Old Coppell with the Planning Commission, to delineate the boundaries as
envisioned by Commission, and to report back to the Council when a common boundary
had been determined. This request could be addressed in several ways:
-the Commission could delineate what it feels is the boundary
-a committee of Commission members could make the determination
-Commission and property, owners could determine it
-other possibilities
Having been a participant in at least two earlier attempts to address this issue,
staff is of the opinion that no matter how the boundary is determined, or who is involved
in that decision, we will not obtain unanimous support from the community. It will
either be too large, too small, involve the wrong properties, or be unacceptable in some
other way.
Recommendation
Based upon the long history of this issue in the community, staff would
recommend that the Commission as a whole determine the boundaries of this District.
In so doing, we can get a recommendation to Council much more quickly than forming
committees, getting some property owners involved (and never, it seems, all the right
ones), spending a lot of staff time, and conducting a series of meetings that (if history
repeats itself) will not result in unanimous approval. We would also recommend the
Commission utilize the attached report to assist in determining the boundaries of the
District and any other issues deemed appropriate contained wit. Nh it.

Year 2000 an Historic Time to Plan
Old Town Coppell
The Council took a positive step forward Tuesday, agreeing informally to
allow the City's Planning and Zoning Commission to reconsider and recommend
new parameters for the Old Town Coppell Historic District. The current plan does
not include new Baptist Foundation land or the city's most historic area, Grapevine
Springs Park.
The Council's decision will take politics out of the preliminary deliberative
process, and away from special interest groups, toward a recommendation that
will be in the best interest of the whole city and preservation of the town's historic
beginning.
The Planning and Zoning and Council could greatly benefit the public,
landowners, and Old Town businesses by communicating the permissive nature
of the Historic District guidelines that are already in place. The document
encourages "old to~vn" development, including wcxxl structures and asphalt
streets and parking. If the public interprets the guidelines as restrictive of
development, Old Town will suffer.
We cc~ld all also benefit from a clear understanding of City plans already set
in stone, such as a service center, senior center, parking, and so forth. It would
be a mistake to ask Commissioners or the public to freely brainstorm if there are
few decisions or little acreage up for grabs. More helpful to all of us would be to
be presented a plan, to which we can react in public heatings.
Final decisions on the plan will then rightfully revert back to elected officials.'
