RE: Staff Recommendations on the Coppell Greens Subdivision
The purpose of this memorandum is to follow up on our discussion of May 13, 1996,
regarding Leisure Services' comments on the Coppell Greens subdivision.
It is our understanding that Dowdy, Anderson and Associates will be appearing before the
Planning and Zoning Commission on Thursday, May 16, 1996 requesting a change in zoning
for the above referenced subdivision.
While these comments are directly related to issues that will be applicable during the platting
process, we provide these in an effort to inform the applicant as early in the development
process as possible.
In reviewing the proposed zoning change and concept plan for Coppell Greens, staff noted
that the City-Wide Trails System Master Plan identifies a portion of the Denton Creek Trail
within this subdivision. This section of the Denton Creek Trail is an off street hike and bike
trail that would align itself to the western section of the Coppell Greens from State Highway
121 northward and would eventually turn east into Lewisville.
In conversing with the applicant, it appears that the possibility of achieving a route along the
western section of the project is unlikely, as no highway access (underpass or overpass
system) will be afforded. Subsequently, if the trail is to take place as identified in the trails
master plan, an alternate route will be necessary.
Based on this information, staff would recommend that money-in-lieu of parkland dedication
be enforced once the applicant comes forward with the platting of this subdivision. These
fees will be valued at $1,285.00 per dwelling unit and will be paid at the time of final plat
approval.
We would also recommend that a ten foot (10') hike and bike trail easement be granted along
Denton Tap Road. While the utilization of the Denton Tap Road corridor is not the first
choice of staff to achieve the off-street trail, it may be the only alternative due to the
Highway Department's position on access to Highway 121.
This easement will be utilized along with the landscape easement to accommodate a 12' hike
and bike trail along Denton Tap Road. This trail would be planned and constructed by the
City at such time as determined appropriate.
Our staff will continue to monitor the Coppell Greens subdivision as it proceeds through the
development process. Should you have any questions regarding this matter, please let me
