PD136R-DR 981029 City of Coppell Development Review Committee Comments Planning Department PD-136R, D/FW Trade Center, A Zoning Change from "PD-LI" to "PD-LI" DRC Date: October 29, 1998 Planning & Zoning Commission Meeting: November 19, 1998 City Council Meeting: December 8, 1998 1. Provide an 8'-high masonry wall enclosure to match buildings within DFW Trade Center. For example, the building at 4055 Freeport Parkway has a large mechanical equipment enclosure which matches. That kind of application would be appropriate. 2. Specify quantity, type and spacing of foundation plant materials to go around the perimeter, except in front of the gate. Note that, while photinia was the plant selected at the measuring station located behind Coppell Crossing (South MacArthur at East Belt Line), photinia is no longer on the City's plant palette because of a current threat of disease. Nellie R. Stevens holly is a comparable substitute. A total of 64 plants at 3' spacing will provide the necessary coverage. 3. As staked, the 50' x 50' site appears to extend into a 10'-wide sidewalk and utility easement adjacent to the 80'-wide Freeport Parkway right-of-way and 80'-wide pavement. Since neither Coppell nor Grapevine is likely to permit obstruction of a sidewalk and utility easement, you will need either to reduce the area to be screened or to move it. 4. On Drawing PG5938 show where Freeport Parkway is located. If the gate is to be visible from the southeast or southwest, provide the means for screening the view of equipment and, in addition, upgrade the quality of the gate. 5. Please fill out attached Zoning Change Request Sign form and return to the Planning Department no later than Thursday, November 5, 1998. Note: A. Staff written comments will be faxed to each applicant. B. Please revise plats, landscape plans, and utility plans based on staff recommendations. Should applicant disagree with staff comments please provide reasons why staff recommendations should not be followed when you attend the November 5th Development Review Committee (DRC) meeting. C. Each applicant will bring one new set of revised plats and plans to the November 5th DRC meeting. Applicants will be asked to show, explain and defend any revision. An Engineer for the project or other representative is urged to attend the meeting. D. Applicant will have till noon Tuesday, November 10th to resubmit eighteen (18) folded copies of revised plans and three (3) reduced paper copies (8 1/2 X 11) of each exhibit to the Planning Department
