Greg, as you are well aware, the above mentioned two lots are in a residential subdivision ( the
Villages of Coppell), which until recently was zoned SF-O. Because Council has eliminated SF-
0 from the zoning map, we were required to change the zoning on these parcels to a district
which would reflect existing development. We have changed the zoning to PD, which was
endorsed unanimously by both Commission and Council.
It has come to my attention that in this PD, platted building lines on two comer properties will
not allow the construction of fences on those lots to within 10 feet of the row line (the current
platted lot line is at 15 feet) which technically extends these fences into the yard by five feet.
These are the last two lots in the subdivision which reflect this platted line, they are comer lots
which typically receive favorable consideration, there are several other examples in this
neighborhood (as well as in many other subdivisions in the City) that have fences built within
this area, the houses next door to these lots have fences built at an identical 10 foot setback, and
the Lakes of Coppell Architectural Review Report has endorsed the construction of fencing at
this location for at least one of these houses.
Based upon the provisions of Section 28-2-1-(C), I have made a determination that a 10 foot
sideyard to allow the requested fence on each of these lots is a change of detail which does not
affect any of the other development aspects outlined in Section 28 and recommend you release
building permits which would allow these fences to be constructed as shown on the two
attachments to this memo.

Thank you for meeting with Farrell Millender and me this morning to discuss our last two
corner lots in the Villages of Coppell. On each of these lots, we would like to install our side
yard fence at 10 feet behind the property line. This is consistent with all of the corner lots
in the neighborhood and meets with the approval of the Lakes of Coppell Architectural Review
Committee.
I have enclosed a site plan showing the location of Lot 9, Block C, Villages of Coppell Phase
IIIB and Lot 20, Block C, Villages of Coppell Phase IVB. I have also included the Architectural
Review Approval on Lot 9, Block C to supplement the approval for Lot 20, Block C which I
was able to give you this morning.
I enjoyed discussing our cluster product with you this morning and I have also included a
brochure on Grand Homes, part of which is an article excerpted from. Builder Magazine,
featuring our Addison project. Should the opportunity arise, we would like to work with you
and the City of Coppell to come up with creative solutions for any remaining parcels of land
within the City.
