LOCATION: In the Village at Cottonwood Creek Addition, Section II, and
Cottonwood Creek Elementary School, located on the south side
of Minyard Drive, approximately 292 feet east of the intersection
of Coppell Road and Minyard Drive.
SIZE OF AREA: Village at Cottonwood Creek, Section III - 16.675 acres,
containing 64 lots
Cottonwood Creek Elementary School - 9.517 acres
CURRENT SF-0 (Single Family Zero Lot Line)
ZONING:
REQUEST: PD (Planned Development)
APPLICANT: Planning and Zoning Commission authorized public hearing
HISTORY: City Council has eliminated the SF-0 District from the Zoning
Ordinance. Reclassification of all existing SF-0 Districts to
another category is necessary to accomplish that objective.
TRANSPORTATION: Minyard Drive is a two lane, undivided residential street within a
60' wide right-of-way. Coppell Road is two-lane undivided (C2LI)
collector street within a 60' wide right-of-way currently
unimproved.

SURROUNDING LAND USE & ZONING:
North - existing single-family planned development; PD 124-SF-7 zoning
South - vacant; SF-7 zoning
East - existing single-family homes; SF-9 zoning
West - vacant; SF-7 zoning
COMPREHENSIVE PLAN: The 1987 Comprehensive Plan shows single-family
residential use as most appropriate for this area.
DISCUSSION:
To provide a zoning classification which creates the least amount of
change, a Planned Development District tailored for the purpose is the
best vehicle. The district needs to limit uses to single-family detached
dwellings of the type currently in place, which also allows the
construction of an elementary school.
RECOMMENDATION: Staff recommends approval of a zoning reclassification to Planned
Development with the following stipulations:
1) Any uses permitted in the SF-7 District will be permitted
in this Planned Development.
2) Minimum lot area, width and depth requirements will
remain the same as that of the smallest platted lot in the
district.
3) Yard and setback requirements, maximum height and lot
coverage, minimum dwelling size and parking space
requirements will be identical to those in the previous
SF-0 District.

VILLAGE AT COTTONWOOD CREEK, SECTION IH
COTTONWOOD CREEK ELEMENT~Y SCHOOL
A. Use Regulations: A building or premise shall be used only for the following purposes:
1. Any use permitted in the "SF-7" District of the Coppell Comprehensive Zoning
Ordinance.
2. Home occupations.
3. Such uses as may be permitted under the provisions of special use permits in
Sections 30-5 and 30-6 of the Coppell Comprehensive Zoning Ordinance.
B. Height Regulations: No more than thirty-five (35) feet, two and one-half (21/2) stories
high.
C. Area Regulations:
1. Minimum Size of Yards:
(A) Front Yard: Twenty (20) feet.
4' (B) Side Yard: A minimum separation of ten (10) feet is required between
residential structures on adjacent lots.
The side yard adjacent to a street shall not be less than fifteen (15) feet for
residential structures nor less than twenty-five (25) feet for non-residential
structures. A side yard adjacent to an alley shall not be less than ten (10)
feet.
(C) Rear Yard: Ten (10) feet; however, a twenty (20) foot rear building
line shall be observed for the garage portion of a structure, when the
garage portion of a structure faces onto and has vehicular access from a
dedicated alley.
2. Minimum Size of Lot:
(A) Lot Area: Five thousand (5,000) square feet.
(B) Lot Width: Thirty-nine (39) feet.
(C) Lot Depth: One hundred (100) feet.
D. Minimum Dwelling Size: Twelve hundred (1,200) square feet, exclusive of garages,
breezeways, and porches
E. Maximum Lot Coverage: Seventy (70) percent.
F. Parking Regulations: Two (2) enclosed off-street spaces per unit shall be provided
behind the front building line for each unit in accordance with the requirements in
Section 31 of the Coppell Comprehensive Zoning Ordinance. Where lots are adjacent
to an alley, the enclosed parking area (garage) must be accessed off the alley only. No
parking shall be allowed within the front yard.
G. Type of Exterior Construction: At least eighty (80) percent of the exterior walls of the
fa'st floor of all structures shall be of masonry construction (see Section 42-80 of the
Coppell Comprehensive Zoning Ordinance) exclusive of doors and windows, and the area
above the top plate line. Each story above the first floor of a straight wall structure shall
be at least eighty (80) percent masonry exclusive of doors, windows, and the area above
the top plate line.
