Box 478 Coppell, Texas 75019 214-462-0022 December 23, 1996 Mr. Verlin Woods McDonald's Corporation Suite 375 511 East Carpenter Freeway Irving TX 75062 Dear Mr. Woods: RE: PD-157,Valley Ranch Plaza The ordinance establishing a Planned Development District 3.895 acres of land at MacArthur Boulevard and Beltline Road limits restaurant usa_ge on the property to a total of 115,900 square feet of interior space and 800 square feet of exterior patio area [Section 2, paragraph (D)]. The 800 square feet of exterior patio area has already been authorized for a Mexican restaurant south of your building. The ordinance also states that the property shall be developed and used only in accordance with the Site Plan, Exhibit "B". Exhibit B shows a future outdoor playland. Therefore, to build one in the present will require review by City Council on recommendation from the Planning and Zoning Commission. Staff is not likely to support outdoor seating in excess of 400 square feet of patio area, because in all other site plan approvals for restaurant patios (by special use permit) the City has required parking for the outdoor space equivalent to that provided for indoor space. With regard to the play equipment, the planning staff recommendation is likely to address placement and colors. We will discourage the use of play equipment as a device for drawing attention to a commercial location, and therefore may recommend neutral colors and placement as far removed from Belt Line Road as possible.
