AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF COPPELL, TEXAS, AS
HERETOFORE AMENDED, TO CHANGE THE ZONING ON THE HEREINAFTER
DESCRIBED PROPERTY TO THE NEW ZONING CLASSIFICATION HEREIN STATED;
PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE NOT TO EXCEED
THE SUM OF TWO THOUSAND DOLLARS ($2, 000.00) FOR EACH OFFENSE; AND
DECLARING AN EFFECTIVE DATE.
W~EREAS, the City Zoning Commission and the Governing Body of
the City of Coppell, Texas, in compliance with the laws of the
State of Texas with reference to the granting of zoning changes,
and pursuant to the zoning ordinance and zoning map of the City of
Coppell, have given requisite notices by publication and otherwise,
and after holding due hearings and affording a full and fair
hearing to all property owners generally, the said Governing Body
is of the opinion that said change of zoning, which is on
application of First ~b~alt&~ P~B, No. Z0-527, should be granted
and the Comprehensive Zoning Ordinance of the City of Coppell
should be amended in the exercise of its legislative discretion.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the Comprehensive Zoning Ordinance of the
City of Coppe11, Texas, be and the same is hereby amended by
amending the Zoning Map of the city of Coppell, to give the
properties hereinafter described, new zoning district
classifications, to wit:
TRACT 2: "SF-7" Single Family Residential District Classification.
Said property being shown on the plat attached as Exhibit "1" and
described as Tract 2 on Exhibit "2" attached hereto and made a part
hereof for all purposes.
TRACT 3: "SF-7" Single Family Residential District Classification.
Said property being shown on the plat attached as Exhibit "1" and
described as Tract 3 on Exhibit "3" attached hereto and made a part
hereof for all purposes.
TRACT 4: "MF-2" Multi-Family Residential District 2
Classification. Said property being shown on the plat attached as
Exhibit "1" and described as Tract 4 on Exhibit "4" attached hereto
and made a part hereof for all purposes.
TRACT 5: "SF-9" Single Family Residential District Classification.
Said property being shown on the plat attached as Exhibit "l" and
described as Tract 5 on Exhibit "5" attached hereto and made a part
hereof for all purposes.
TRACT 6: "SF-9" Single Family Residential District Classification.
Said property being shown on the plat attached as Exhibit "1" and
described as Tract 6 on Exhibit "6" attached hereto and made a part
hereof for all purposes.
TRACT 8: "MF-2" Multi-Family Residential District 2
Classification. Said property being shown on the plat attached as
Exhibit "1" and described as Tract 8 on Exhibit "8" attached hereto
and made a part hereof for all purposes.
TRACT 9: "MF-2" Multi-Family Residential District 2
Classification. Said property being shown on the plat attached as
Exhibit "1" and described as Tract 9 on Exhibit "9" attached hereto
and made a part hereof for all purposes.
There is no Exhibit 7 to this ordinance.
SECTION 2. That all parts of any ordinance of the city of
Coppell, Texas, in conflict with the provisions of this ordinance
be, and the same are hereby, repealed and all other ordinances or
parts of ordinances of the City not in conflict with the provisions
of this ordinance shall remain in full force and effect.
SECTION 3. That the above described property shall be used
only in the manner and for the purposes provided for in the
Comprehensive Zoning Ordinance of the City of Coppell, as amended
herein by the granting of this zoning classification. ·
SECTION 4. That should any paragraph, sentence, subdivision,
clause, phrase or section of this ordinance be adjudged or held to
be unconstitutional, illegal or invalid, the same shall not affect
the validity of this ordinance as a whole or any part or provision
thereof other than the part so decided to be invalid, illegal or
unconstitutional and shall not affect the validity of the
Comprehensive Zoning Ordinance as a whole.
SECTION 5. That any person, firm or corporation violating any
of the provisions or terms of this ordinance shall be subject to
the same penalty as provided for in the Comprehensive Zoning
Ordinance of the city, as heretofore.amended, and upon conviction
shall be punished by fine not to exceed the sum of Two Thousand
Dollars ($2,000.00) for each offense, and that each day such
violation shall continue to exist shall constitute a separate
offense.
SECTION 6. It is necessary to give the property described
herein the above mentioned zoning classification in order to permit
its proper development and in order to protect the public interest,
comfort and general welfare of the city. Therefore, this ordinance
shall take effect immediately from and after its passage and
publication of its caption, as the law in such cases provides.

FINANCE
Mayor Pro Tem Smothermon informed Council that the PID
Committee will meet on February 6, 1992, to review the
offering documents and consult with Council and financial
advisors and the committee will advise its findings to
Council on schedule.
LIBRARY
Councilman Weaver informed Council that the Library
Building Committee will be meeting with the architect in
the near future and will submit final agreement to
Council for their approval.

PARK
Councilman Robertson stated that the Committee for
Creative Playground will have their design day meeting
with Robert Leathers Corporation on Monday, February 3,
1992, with the children from various schools for their
ideas.
RECYCLING COMMITTEE
Councilman Weaver stated that he would share his response
with Council in the immediate future on addressing the
numerous letters on recycling that have appeared in the
newspapers.
SCHOOL
Councilman Robertson informed the Council that the YMCA
has signed a lease for a facility in Georgetown Plaza and
they are currently seeking donations and committee
members. The YMCA is scheduled to open in April.

CONSENT AGENDA
Consideration and approval of awarding Bid No.
Q1091-08 for the Cleaning Services Contract, in the
amount of $31,447.60 to General Building
Maintenance for a twelve (12) month period
beginning February, 1992, with option to renew for
two (2) additional years on an annual basis.
Consideration for final payment to Westhill
Terrace, Inc. for the completion of the sub-grade
failure repairs in Shadowridge and Villages of
Cottonwood Creek for a total of $92,785.00.
To consider an ordinance for Case #ZC-527 to change
the zoning designation from MF-1, MF-2, 0, SF-0&R
to SF-7, MF-2 and SF-9 on a parcel of land located
south of Sandy Lake Road and east and west of
Riverchase Drive at the request of First Gibraltar,
F.S.B. and authorizing the Mayor to sign.
Consideration and approval of a resolution
recognizing the contribution made by the Baptist
Foundation of Texas in donating the Grapevine

of the Sign Ordinance which concerns real estate

12, of Channel Pointe Addition, located at 232 Cove
Drive at the request of Westchester Homes, and
authorizing the Mayor to sign.
Councilman Robertson moved to approve Consent Agenda Items 15-A,
15-B, 15-C carrying Ordinance 91500-A-04, 15-D carrying Resolution
#012892.1, 15-E and 15-F. Councilman Cowman seconded the motion.
The motion carried 7-0, with Mayor Pro Tem Smothermon and
Councilmen Weaver, Thomas, Morton, Cowman, Robertson and Nelson
voting in favor of the motion.
There being no further business to come before the Council, the
meeting was adjourned.
