Vista Properties, zoning change request from MF-2 to PD-SF-7 to allow the development of 61 residential lots on a 22.811 acre tract of land located south of Spur 553, east of Denton Tap Road was recommended for approval by the Coppell Planning and Zoning Commission on Thursday, February 19, 1998, subject to the following recommended conditions: 1. Provide for the dedication of the private road to the west as a public street before Final Plat submittal. 2. Submit a legal description. 3. The property noted as "open space to offset park fees' will not be accepted in lieu of park fees. (See Leisure Services comments, attached.) 4. Developer will be responsible to build the hike and bike trail along the top of the Denton Creek levee. The cost of the trail will be deducted from the park development fee. (See Leisure Services comments, attached.) 5. Show zoning of CISD property. 6. Obtain TxDot approval for street connection into S.H. 121 bypass frontage road. (See Engineering comments, attached.) 7. Provide for the construction of a 200' x 11' deceleration lane for ingress into the subdivision in the existing Right-of-Way on the S.H. 121 Bypass frontage road. The date scheduled for consideration by the Coppell City Council is Tuesday, March 10, 1998, at 7:30 p.m. A representative for this case must be present at this meeting. Failure to represent this item may result in the denial of this application. City Council has instructed staff to include in its agenda packets only those items which accurately reflect conditions as recommended by the Planning and Zoning Commission. The submittal deadline for revised drawings is 12 noon, Thursday, February 26, 1998. Therefore, please submit 17 folded copies of the revised drawings, plus three 8 1/2" x 11" paper reductions on or before that date. The drawings which require change in order to comply with Planning and Zoning recommendations are: Zoning Exhibit and the Conceptual Site Plan. We also need by February 26th, 17 additional copies of the Landscape Buffer Easement Exhibit and Conceptual Landscape Plan to forward on to Council. The City has worked with Vista Properties in the past to have the developer build the trail along the top of the Denton Creek levee, with levee district approval It is requested the existing trail be continued to the west in lieu of the corresponding park development fees. It is reco~i~ended that the property noted as "open space to offset park fees" not be accepted in lieu of park fees. The Leisure Services Department hesitates to recommend acquisition of property which has little desirable recreational value.
