LOCATION: Along the west side of Moore Road, approximately 680 feet south
of Sandy Lake Road.

HISTORY: The property was platted as Lot 1 of Harrison Estates No. II in
1977. The zoning on the property has been SF-12 for over 14
years. In February, City Council approved a three-lot subdivision
on the subject property. Since that time, the owner has elected to
re-plat this parcel into two lots.
TRANSPORTATION: Moore Road is a C2U two-lane undivided collector constructed to
standard within a 60'-wide right-of-way.
SURROUNDING LAND USE & ZONING:
North- Stringfellow Addition; SF-12
South - Single-family residential; SF-12
East - Northlake Woodlands East Phase 2; PD-SF-7

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
low density residential uses.

DISCUSSION: As indicated under the History Section, this proposal requests
replatting the three lots granted by Council last month into two lots
today. The explanation given by the applicant was that there is a
buyer ready to purchase one-half of this property if it can be
redeveloped into the two lots. We supported the three-lot
subdivision, and there is no reason why we can not support a replat
into two lots. One troubling aspect of this submittal is the fact that
the site plan shows a 16-foot access easement running the entire
508-foot length of this property. We do not know why the
easement is required, and to date, the applicant has not given us a
clear-cut reason for its inclusion on the replat. There are other
conditions for approval, which need to be clearly stated on the face
of the PD application. Those conditions are spelled out below.
With inclusion of these conditions, this application warrants
positive consideration.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of the PD, subject to the
following conditions being placed on the face of the PD plan: 1. All drives shall be privately owned/maintained
2. Optional security gates shall be accessible to all
property owners
3. Private drives shall be accessible by all property owners
4. All private drives acting as fire lanes shall be
constructed of 6 inch concrete with//3 rebar on 24-inch
centers on 6 inch sand base
5. No buildings or structures shall be constructed on lots
1R and 2R until plans for same shall have been
submitted to and approved by Dewayne Randle,
Architect. The architect shall review plans within 7
days of receipt. If plans have not been reviewed within
7 days, plans shall be considered approved and
accepted.
6. Opticom gates with knox box over ride will be required
if security gates are constructed.
In addition, as mentioned above, the applicant needs to explain the
purpose of the 16-foot easement, acknowledge the $1285 park
fee/lot.
