PD174-DR 981124 City of Coppell Development Review Committee Comments Planning Department PD-174, ProofRock Waterproofing Systems, A Zoning Change from "C" to "PD-C" DRC Date: November 24, 1998 Planning & Zoning Commission Meeting: City Council Meeting: January 12, 1999 December 17, 1998 The Planned Development designation permits growth flexibility in the use and design of land and buildings in situations where modification of special provisions of the zoning ordinance is not contrary to its intent and purpose or significantly inconsistent with the planning on which it is based and will not be harmful to the neighborhood. Staff supports the conversion of this residential structure into a commercial property. In reviewing the application, staff requests the applicant consider and modify the following items: a) The chain link fence along the west property line does not adequately screen the 3 proposed parking spaces along the northern property line. Staff suggests the applicant continue the 6 wooden fence along the west property line and close the fence just 8' north of the existing 3" Hackberry tree. Maintain the remaining chain link fence on the west property line. The quality of the proposed wooden fence should match the Artisan Landscape' wooden fence on Howell Drive. b) The placement of wooden shutters around the existing windows on south elevation would enhance the aesthetics of the structure. Staff suggests painting the shutters either a navy blue or dark green color. c) Modify the attached sign paint color to match the color hue of the existing building. Perhaps, reconsider the color of the lettering to match the color of the shutters. d) Provide a notation to the effect that additional electric wiring shall be underground and that mechanical equipment, electrical equipment and utility meters shall be either placed in inconspicuous locations or screened from view. Note: A. B. Co Staff written comments will be faxed to each applicant. Please revise plats, landscape plans, and utility plans based on staff recommendations. Should applicant disagree with staff comments please provide reasons why staff recommendations should not be followed when you attend the November 5th Development Review Committee (DRC) meeting. Each applicant will bring one new set of revised plats and plans to the November 5th DRC meeting. Applicants will be asked to show, explain and defend any revision. An Engineer for the project or other representative is urged to attend the meeting. Applicant will have till noon Tuesday, November 10th to resubmit eighteen (18) folded copies of revised plans and three (3) reduced paper copies (8 1/2 X 11) of each exhibit to the Planning Depa,hnent.
