My comments are as follows:

RE: PD-176 McMillan's Estate
Respectfully, this letter is being submitted in response to the notice we received regarding the
"McMillan Estate" situation.
I reside at 334 Brock Street in the Big Cedar addition in Coppell. My lot (#10) is on the creek and
is adjacent to the wooded area that will be affected if the P&Z Commission allows the entire
"McMillan Plan" to go through. While I have no objection to a home being constructed I am
opposing the plan until further information can be appropriately provided. As I understand it, the plan
calls for construction of a pool, cabana and patio a considerable distance from the proposed
reisdence. This will be directly across the creek from my back lot in a dense wooded area. The
proposed pool, etc. is planned in an area that is presently shown to be in a 100 year flood plan. In
a meeting at City Hall on January 28, along with concerned residents from Old Coppell Estates, we
were shown a revised 100 year flood plan submitted by the survey from the firm representing the
McMillan estate. Ironic that the proposed pool, etc was shown to fit in the revised plan. It is my
understanding that a submission of the revised flood plan will have to be made to FEMA and the Corp
of Engineers. How will we be made aware of their decision and in what time frame?
My concern for any construction in the wooded area behind my lot is the loss of mature trees,
underbrush and the destruction of a natural environment. We have lived at 334 Brock Street since
November 1996 and have seen substantial erosion of the creek banks due to construction of Old
Coppell Estates and a water release that I have been told comes from the Minyard warehouse holding
reservoir. In order for the McMillan plan to build a pool, etc in the wooded area it would be
necessary to extend and cover a drainage culvert that flows from west to east under Old Coppell
Estates that flows into the creek behind my house. This would have to be done in order access the
area for construction. A physical inspection will show that extensive destruction of trees and ground
cover will occur if this construction is allowed. In addition, the creek will be affected by any further
elimination of ground absorbing plant life, brush, etc.
Those of us that live near or adjacent to the "pool plan" will be affected if it is approved. I hope that
our concerns are heard and that this will not automatically be "rubber stamped."
