PD188-DR000817 City of Coppell Development Review Committee Comments Planning Department SUPPLEMENTAL COMMENTS S-1179 and PD 188 HO-C east side of Coppell Road, south of Cooper Lane Planning & Zoning Commission Meeting: August 17, 2000 City Council Meeting: September 12, 2000 SITE PLAN: 1. Relocate dumpster away from adjacent residential properties. Staff suggests relocating adjacent to the east side (rear) of the building. 2. Confirm total site area; the minor plat indicates the site area as 55,129 sq. ft and the site plan indicates the site area as 59,239 sq. ft. (Please note that staff's attached sample calculations have been based on the site area shown on the plat) 3. Label fence going through the proposed parking lot as To Be Removed and amend on Landscape Plan. 4. Revise parking lot to provide parking spaces ora standard 9' x 19' size and decrease drive aisle to 24', increasing the 10' setback from the residential properties to approximately 15-20'. See Section 31-5 (1) of the ordinance regarding a further reduced parking space length. 5. Revise proposed lighting and provide down lighting to ensure that all lighting is shielded from the adjacent residential properties. Suggestions? 6. As proposed, the existing north entrance into the House of Style is not accessible from a sidewalk. The sidewalk terminates at the rear building wall. Please remedy. 7. Confirm ADA accessibility for both the House of Style and proposed restaurant. Verify ADA requirements with Building Inspections Dept. (972) 304-3500. LANDSCAPE PLAN o INTERIOR LANDSCAPING According to Section 34-1-8 (B) of the zoning ordinance, a minimum of 10% of the gross non-exempt area utilized for off-street parking shall be devoted to landscaping. Show the calculation on the site plan (always round up). · Square footage of parking area x .10 (10%) = square footage of interior landscape required. Square footage of interior landscape required / 400= # of trees required as interior landscaping. Additionally, show the required amount of landscape islands. · 53 parking spaces x .12 (12%) = 6.36 = 7 landscape islands; all which must contain one tree. Page 1 of 2 o PERIMTER LANDSCAPING According to Section 34-1-8 C) (1-3) of the zoning ordinance, 22 perimeter trees are required (one tree is required for every 50 linear feet). The amount of perimeter landscaping is adequate; however, the number of trees must be increased to comply with landscape requirements. Perimeter trees must be located within the 10' setback on the side and rear property lines and within the 15' setback in the front yard. 10. NONVEHICULAR OPEN SPACE According to Section 34-1-9, an additional 3 trees are required to be located on- site. Total Site Area 55,129 Sq. ft. (3,988 + 2,128) - 6,116 Sq. ft. 49,013 Sq. ft. x .15 7,351.95 = 7,352 Sq. ft. Overall Required. 11.
