PD149-CS 960617MEMORANDUM · June 17, 1996 TO: Mayor and Members of the City Council FROM: ~ary Sieb, Director of Planning and Community Services SUBJECT: VISTAS OF COPPELL PLANNED DEVELOPMENT DISTRICT ORDINANCE On May 14, 1996, Council approved a PD-SF-7 District for Vistas of Coppell Phases I and II, with certain conditions. A condition requiring a 50' building setback from future Highway 121 Bypass necessitated a significant redesign of Phase II. The engineering and planning staffs have reviewed this redesign and find it to conform with City development standards. So that you can review the revisions as well, you will find 24' x 36" drawings enclosed. These are the full-sized versions of the drawings to be made part of the PD ordinance, consideration of which is on your agenda for June 25. We have attached to the ordinance the version of Phase II which shows lots along the east side of Crestwood Drive extending across both a 50'-wide drainage/utility easement and an adjacent 50'-wide gas line easement. This is in accordance with staff's understanding of Council's instructions that the City not accept park land dedication over these two easements, but rather accept $1285 per lot in lieu of park land dedication. Vista Properties disputes this interpretation of Council's action. Therefore, included for your consideration you will find an additional drawing which shows the 100'-wide utility/drainage easement area dedicated as park land.
