Sim$, Director of Leisure Services ~~ PD-149, Vistas of Coppell; Preliminary Plat for Phases I - III The purpose of this memorandum is to provide comments f,'om the Leisure Services Department regarding the above referenced projects being considured by the Planning mid Zoning Commission on Thursday, February 15, 1996. I have reviewc~i thc set of plans that were submitted by thc duvcloper this week mid would mak© the following observations. During the Planning and ZOning Commission's last meeting of January 18, 1996, city staff had brought to tho attention to the Conunission that communication ne~led to take place between the developer and the City Attorney regarding the proposed use of the levy as a hike and bike trail. In a conversation with the City Attorney on Friday, February 9, 1996, he indicated that a letter from the Levy District to the Vistas of Coppell to dofin© this matter had ,lot buen resolved at this time. I would als0 reiterate comments that were made on January 23, 1996, re§arding tile dedication of park land for Phases IqIl. At that time, staff had indicated that the prim~u-y requirement in regard to the park land dedication ordinance for the Vistas of Coppoll Phases I-Ili was in the acquisition of needed property to support the construction of a hike and bike trail along Denton Creek. Any proposed dedication of park land by the applicant would apply only to Phases I -llI that were proposing preliminary plats. The platting and subsequent d~velopmcnt of Phase IV will be reviewed separately at the time of platting and will not be affected by dedication from Phases I, II or III. In regard to the trail, the City of Coppt:ll requires either dedication or a hike and bike easement along D~nton Creek. The typical hik~ and bike trail corridor requires a width of at least thirty feet (30'), however; the city has indicated a trail width of a mininmm of fourte~ feet (1~{') in width on top of the levy would be acceptable. While the applicant has indicated a hike and bike trail along the levy and rear of property lines along Phases I - III, there is concern that a dudicated widfl~ is not clearly defined. 02/89/96 15:1~ 002 Based on thc comments indicated above, thc I.cisurc Scrvioc$ Department cannot rocommend approval of thc applicant's desired zoning change and preliminary platting.
