My comments are as follows: Signature: Address: q' ~l q~-.---"'~.c I Phone ~: (-&,~, ..,~ ~-L.o ~ o o ~'~ Petition to the City of Coppell Planning and Zoning Commission In consideration of Case No. PD-183, we, the undersigned members of the Copperstone I-,omeowners Assocl=[I .... hereby pledge our support of the following position, to be further presented verbally to the C'ty "*/'-nnDell Planning & Zoning Commission on Thursday, February 17, 2000 by Mr. Arlin Gaffner, 303 Martel Lane. · Back.~round · The Coppell Independent School District ("CISD") has embarked upon a well-supported series of bond projects, including $32.2 Million in improvements to Coppell High School. · A group of Copperstone homeowners attended an August 1999 hearing before the Board of Adjustment in which CISD requested eight special exceptions and variances from it's current zoning requirements. These homeowners spoke against only one of these variances, a waiver from the installation of a required six-foot masonry wall. The Board of Adjustment unanimously denied this one variance request. · Without meeting with the homeowners affected, ClSD subsequently submitted a zoning change request to the Planning Commission, including a request to meet the masonry wall requirement with a decorative metal fence. At the December 16, 1999 Planning Headng, the Planning Commission requested that a group of homeowners meet with CISD to review alternative proposals to address the noise, light, privacy and security concerns of the homeowners. To date, no alternative offered by CISD, other than the required masonry wall, has addressed the homeowner's concerns regarding light and noise from the parking lot. Our Position · We believe that the combination of the removal of all trees and vegetation into the floodplain, at spans exceeding 350 feet, along with the significant increase in traffic due to; a) the one-third increase in student population, b) the twelve tennis courts being added in the reclaimed floodplain, and c) the stadium expansion to accommodate Class V athletics, certainly provide sufficient justification for the need for a masonry wall to protect the pdvacy, peace and security of the residential neighbors to the north of the High School, who have made a premium investment in their creek lots. · CISD is required to, and as one of the largest commercial structures and parking facilities in the City of Coppell, and should be expected to abide by the requirements for screening the si.clnificant car noise and headlights from it's residential neighbors. We think this required masonry wall is far more necessary than the one recently required by the City behind the new Tom Thumb store, a wall which protects the residents of Chaucer Estates from a significantly lower volume of traffic noise and lights. · We believe that a significant decline in the value of homes in Copperstone Estates will lead to a) a likely decline in the value of our recent investment in our homes and b) by way of decreased assessed values, a significant deterioration in the future tax dollars available for CISD and our children. · Finally, we think it important to note that despite the expected loss in the density of vegetation in the floodplain to the south of our neighborhood, we support the Quality of, expense of, and completion of all the bond improvements at the High School. Our Petition We respectfully request that the members of the Planning and Zoning Commission deny the request to allow a six- foot decorative metal (or chain-link fence or similar) along the northern ed.qe of the High School parking lot as part of Case PD-183 (Request for change in zoning from C and SF-12 (Commercial and Single Family - 12) to PD-C (Planned Development - Commercial)), and to further deny any subsequent requests from the Coppell Independent School District for a variance or waiver of the requirement to install a six-foot masonry wall along the northern boundary of the new parking lot at the High School.
