Box Coppel]~ TX 750 Case No. PD-] ~ to PD ~94-L] Ladies and Gentlemen: Although we attended the Public Hearing on October 18 with regard to the referenced matter and most of our concerns were addressed, we want to reiterate our concerns with the proposed business park in writing for your consideration as the park is being developed. Our primary concern is with the development of a retail center within the business park. We understand that no portion of the business park is planned to contain retail businesses at this time. We want to re-state that the association would be opposed to any retail development within the business park, especially along State Street. The business park is zoned "Light Industrial". To most home owners, this zoning designation denotes office/warehouse uses. When buying a home and checking the zoning for the neighboring properties, most home owners are not offended by this type of development so near their homes, and property values are not adversely affected. A retail development, however, brings a host of unknowns like a possible teenager hangout or undesirable characteristics when located next to a residential neighborhood. As we mentioned at the public hearing, we have already experienced some difficulties with teenagers gathering in the large culvert on (under) State Street that leads into our park area. We have removed two couches from the culvert next to our private park, and have notified the police department of the drinking and drugs that were being used in the culvert. With the increased police patrols the teenagers have stopped gathering, harassing and frightening the children who are attempting to use the park. A retail development, in addition to the noise, odors, lighting and other nuisances, would encourage this type of gathering and continue to cause problems for the neighborhood children. Second, we are concerned about adequate landscaping and screening on State Street and along Sandy Lake Road. It appears that this has been addressed by the developer, however we would appreciate your doing everything possible to save trees, keep the noise levels low and provide pleasing views along State Street. City of Coppell October 31,2001 Page 2 We are also concerned with the use of State Street as a primary entry point for large trucks to gain access to the business park. As stated in the meeting, a major pedestrian walkway and bike path is planned by the City along the west side of State Street from Sandy Lake Road to Wagon Wheel Park. While we understand that State Street is a public street and that you cannot prohibit its use by large trucks and other vehicles, we see potential problems if the business park is allowed to be designed so that large trucks are encouraged to gain access to the business park via State Street. Last, we appreciate that a detention pond is planned for that portion of the business park that is primarily across the street from our own community park. We simply feel that it is unfortunate that the pond must be strictly utilitarian instead of being developed as a retention pond which could be an asset for the development and the community.
