SITE PLAN

Staff would recommend that the applicant strongly the consider the possibility of placing
the proposed development within a Planned Development. The Planned Development
would allow flexibility in the parking requirements, tree mitigation requirements
(allowing the preservation of off-site trees to apply toward Phase I mitigation), and
would allow for the possibility of a coordinated sign package for the site; development
conditions which can not be varied through a standard site plan review. Staff wishes to
work with the applicant in this matter and allow for some flexibility in these
requirements; however, this type of application must fully comply with all applicable
codes and ordinances.
Further, staff questions the feasibility of 2. 20°_,6 office use (6, 776 square feet) within this
308, 000 square foot building. While staff is aware that the applicant has revised the plan
to meet the City's parking requirements, it is concerned with limited level of office, which
does not follow the historical patterns of similar developments in Coppell. Again, the
Planned Development would allow for some flexibility with regards to parking.
Site Plan
1. Indicate the proposed land area for Phase I.
2. Provide dimensions along all perimeter phase and property lines.
Building Elevations
3. Revise architectural elevations to provide some additional relief to the exterior
walls, particularly along the east building wall (varied heights at entrance points,
break/variation in the wall pattern, etc.)
4. Show screen walls beyond, on both the east and west elevations.
5. Indicate the height of the buildings on elevations.
6. Indicate specific building colors and materials on elevations to match the
proposed sign and color board.
7. Clarify the reason for the submission of three building elevations on sheets AS. 1,
A5.2, and A5.3. Provide only one proposed building elevation for Building 1.
Landscape Plan
8. It was indicated to staff that the proposed Detention Pond was to be constructed as
part of Phase I of the development; however, no plans for the pond are provided.
Staff would request that the applicant provide a grading plan and landscape plan
indicating the manner in which the pond will be constructed (i.e. additional trees,
sod, etc.).
9. It appears that the existing trees on Lot 2 are being applied toward the tree
mitigation for Phase I, Lot 1. The only manner in which this would be permitted
is through a Planned Development.
10. Provide required trees between parking spaces located against the west side of the
building. As currently proposed, two walkways cut through the parking spaces,
where a tree and landscape island is required. (A tree must be provided at least
every 15 spaces) (When reconfiguring parking for landscape islands, provide one
additional parking space to bring the plan into compliance with the required
number of spaces 324)
11. Provide additional screening materials along the north side of Northpoint adjacent
to the south loading areas, as required by Section 12-33-1 (4) of the Coppell
Zoning Ordinance which states "screening shall be provided not less than six feet
in height adjacent to the loading area at the property line." Note that City Council,
as a site plan condition, must approve a living screen in lieu of a screen wall at
this location.
12. Staff recommends that some type of landscape feature be provided at some of the
entrances into the site (Asian Jasmine, Crepe Myrtle, annuals, etc.)
13. Provide dimensions along all perimeter phase and property lines.
14. To clarify, revise note under Non-Vehicular Open Space indicating Total Lot
Area and Total Area not covered by Building; this is the area of Phase I, not the
lot area.
15. Indicate to staff that the truck court on the north end of the building and the
westernmost row of parking will eventually be screened by landscaping or a
physical barrier. What happens if the future phases are not developed in the
proposed manner? Provide a note of some type.
16. Show Fire Lane in accordance with that shown on the plat.
17. Delete Existing Tree Mitigation notation on Sheets L1.2 and L1.3.
18. Provide a title on sheet L1.4, such as Lot 1, Phase I-Tree Survey and Mitigation.
Provide a title on sheet RP 1.1, such as Detention Pond, Lot 2-Tree Survey &
Mitigation.
19. Provide a tree within the truck wells within the north and south loading/service
areas.
20. Indicate utility easements on landscape plan.
Note:
A. Please revise plats, site plans, landscape plans, and building elevations based on
staff recommendations. Should applicant disagree with staff comments please
provide reasons why staff recommendations should not be followed when you
attend the October 4th Development Review Committee (DRC) meeting.
B. Each applicant will bring two new sets of revised plats and plans to the October
4th I)RC meeting. Applicants will be asked to show, explain and defend any
revision. An Engineer for the project or other representative is urged to attend the
meeting.
C. Applicant will have till noon Tuesday, October 9th to resubmit fourteen (14)
folded copies of revised plans, three (3) reduced paper copies (8 1/2 X 11) and
JPEG files or POWERPOINT SLIDES of each exhibit to the Planning
Department.
