SIZE OF AREA: 4.178 acres of property; 14 residential lots. CURRENT ZONING: PD-SF-7 (Planned Development, Single Family-7) REQUEST: Final Plat approval. Box 426 500 Grapevine Hwy., Ste. 375 Colleyville, TX 76034 Hurst, TX 76054 (817) 215-8100 (817) 485-0707 HISTORY: The preliminary plat which was approved by City Council on September 9, 1997 included the 315 multi-family units, the 14 single-family lots and park area. TRANSPORTATION: In front of the subject property, Coppell Road is a 2-lane blacktop road within a 60'-wide right-of-way. SURROUNDING LAND USE & ZONING: North- Undeveloped; "PD-Open Space" Planned Development, Open Space (future city park site) South - Undeveloped; "PD-SF-7' Planned Development, Single Family-7 East - Villages at Cottonwood, Sect. VI; "SF-7" Single Family-7 West - Undeveloped industrial park; "LI" Light Industrial Item # 5 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for medium density residential uses. A portion of the property is also shown to be in the floodplain. DISCUSSION: The proposed residential subdivision will essentially be an extension of Asbury Manor, a residential subdivision located immediately to the south of this proposed development. The two points of access into this subdivision will occur at Cromwell Court and Westminister Way, both of which are continuation of the two streets in Asbury Manor. As stated in the applicant's letter, the 14 lots will be sold to Ryland Homes, the builder of Asbury Manor. The applicant assures staff that this new subdivision will be consistent in every respect with Asbury Manor. As shown on both the plat and buffer study, the builder will be providing a 5- foot wide wall and landscape easement along the side and rear property lines of Lot 1, Block 4, and Lots 1-5, Block 5. The purpose of this easement is to install a 6'-high column brick masonry wall to screen the Multi-Family district from the single-family homes, as required by ordinance. The City will eventually develop the 10 acres of property to the north as city park and access to city property will be from a private road which will extend northward from the Westmim'ster Court cul4e-sac into the park site. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the final plat subject to the following conditions being met: 1) A park development fee of $1,285.00 per dwelling unit will be assessed for this property (see Leisure Services comments). 2) The homeowners agreement document being approved by the City Attorney. 3) Substitute the Red Maple trees shown on the Planting Plan with a tree species listed on the city's approved plant palette.
