PD190-DR001228Hannin~ Department Preliminary, Plat for Trinity Shores South side of Sandy Lake Road~ west of the Trinity River DRC Date: December 28, 2000 & January 4, 2001 Planning & Zoning Commission Meeting: January 18, 2000 City Council Meeting: February 13, 2001 *Please note that the following preliminary plat and zoning change applications fall below the iCity's standards with regard to the level and quality of material necessary for staff review. Staff strongly recommends against review by the Planning Commission until all issues have been resolved If the applicant wishes to proceed, any outstanding issues may result in a recommendation of denial Staff has provided you with a comprehensive list of items to be addressed; however, additional comments may be generated at a later date. PRELIMINARY PLAT: 1. Need dimensions, acreage and clearly denote the area proposed for right-of-way dedication for Sandy Lake Road. As drawn, it appears that the R.O.W. dedication extends south, behind Lots 1 and 2. Lots 1 and 19 appear to encroach on the R.O.W. area. 2. Per the city's Streetscape Ordinance, Sandy Lake Road is a Primary Image Zone, and 15' of landscaping will be required, with one (1) tree planted for every 40 feet of frontage. This should be platted as common area, to be maintained by the Homeowners Association. 3. Adjust line weight on plat to clearly show all lot lines. As shown, front lot lines are barely visible. 4. Need to submit HOA documents for review and approval. 5. An 8' brick paver band is required at Sandy Lake Road, per the City's Standard Paving Details. 6. Deletion of alleys will have to be approved by the City Council. 7. Cul-de-sac length of 740 feet, which exceeds the permitted 600 feet, will have to be approved by the City Council. 8. Minimum Lot width is SF-9 is 75 feet, Lot 1 is substandard with a 74.4 foot width. 9. Need name and address of owner on the face of the plat. 10. Need date on the plat. 11. Rectify the slight discrepancy between the acreage on the plat and the acreage on the legal description. 12. Need to label 20' utility easements on Lots 6, 7, 12, 14 and 15. 13. Need to add owner's certificate. Pao~ 1 c~f9 TREE SURVEY: 1. Define "edge trees" are there more trees that have not been surveyed? 2. Per Section 34-2-7(B) of the Zoning Ordinance, only Unprotected trees less than 10" in caliper are exempt from the requirement to be preserved, replaced and/or fees paid to the reforestation fund. It appears that 352 caliper inches need to be addressed in a Tree Preservation/Retribution Plan. Please contact Brad Reid of the Leisure Services Department at 972-304-3561. 3. Add the lot lines and lot numbers to Tree Survey. 4. Remove legal description from Tree Survey. NOTE: ONLY THREE COPIES OF THE PRELIMINARY UTILITY PLAN NEED! TO BE RESUBMITTED. Note: A. Please revise plats, site plans, landscape plans, and building elevations based on staff recommendations. Should applicant disagree with staff comments please provide reasons why staff recommendations shouM not be followed when you attend the January 4th Development Review Committee (DRC) meeting. Each applicant will bring two new sets of revised plats and plans to the Janua~ 4th DRC meeting. Applicants will be asked to show, explain, and defend any revision. A representative for this project is required to attend the meeting.
