Staff suggest rezoning this property to Planned Development, Single Family-7 (PD-SF-7),
Multi-Family (PD-MF-2) and Open Space (PD-Open Space).
2. Provide a scale to the zoning exhibit.
Provide property dimensions on North Property Conceptual Site Plan and depict correctly
the configuration of Coppell Road by Building 46 (Coppell Road extends westward, not
northward).
4. Identify adjacent property owners and zoning.
5. Provide all street right-of-way widths.
Move Building 15 of Phase 2 out of the existing sewer easement, or show easement
relocation.
The Westminster Way and the Cromwell Court cul-de-sacs are too long. Staff suggests
applicant consider providing a loop street connecting the two cul-de-sacs. This will require
some changes to the lot configurations. From staff perspective this access is essential to the
public safety and welfare of residents of the subdivision as Clifton Court on the east is no
longer an access option.
8. On the Building Type I, Left Elevation indicate the proposed building materials.
It would be helpful if applicant could supply a list summarizing the development standards
modifications being proposed for this project (for example, zoning ordinance specifies in
MF-2 district that the number of 3 bedroom units can not exceed 10% of the total units --
applicant is showing the number of 3 bedrooms amount to 28.6% of the total units, tandem
parking is not allowed by zoning ordinance -- parking space must permit free ingress and
egress without encroachment on the street or alley, the multi-family must be screened from
single-family, alley requirement for single-family subdivision etc.)

Applicant needs to study the privacy needs of the single family homes adjacent to the jogging
and biking trail while preserving the public view of the open space from both the multi-
family and single-family units. Submit a detail drawing showing a buffer treatment
integrating the two residential uses and the jogging and biking trail.

A reminder that the applicant will be responsible for obtaining a zoning change request
sign from the Planning Department and placing the sign on the property 10 days prior to
the Planning Commission hearing. There is a $100.00 deposit fee for the sign. (Fill out
attached form and return to the Planning Department no later than Friday, May 2, 1997.)

A. Staff written comments will be faxed to each applicant.
Please revise plats, landscape plans, and utility plans based on staff recommendations. Should
applicant disagree with staff comments please provide reasons why staff recommendations should not
be followed when you attend the May 1st Development Review Committee (DRC) meeting.
Each applicant will bring one new set of revised plats and plans to the May 1st DRC meeting.
Applicants will be asked to show, explain and defend any revision. An Engineer for the project or
other representative is urged to attend the meeting.
Applicant will have till noon Tuesday, May 6th to resubmit twenty-eight (28) folded copies of
revised plans and three (3) reduced paper copies (8 1/2 X 11) of each exhibit to the Planning
Department.
