The US Army Corps of Engineers and the
Plummer has advised that if trees on wetland are destroyed, thereby
changing the hydrology of the land, the owner of the property is not only
subject to fine of up to $25,000 per day of unrestored damage, but also
mitigation (replacement to the ration of 6:: 1) elsewhere in the Upper Trinity
River system. This gets very expensive.
FEMA's head of Environment suggested an injunction on the owner to offer
time to the city to let proper studies be done/say 30 days/and also let things
cool down on the developer's side.
I hope today is better than yesterday.
