LOCATION: Northeast comer of S. MacArthur Boulevard and Starleaf Street.
SIZE OF AREA: Approximately 10 acres of property.

HISTORY: There has been no recent development activity on this parcel
although the Carrollton-Farmers Branch School District is in the
process of preparing this land for an elementary school. In June of
thi.q year, City Council rezoned the tract and approved a
preliminary plat to allow the school to be built on the subject
property.

TRANSPORTATION: MacArthur Boulevard is a P6D, six-lane divided thoroughfare on
the thoroughfare plan. Today it is constructed to four-lanes, and is
contained within a 100-foot right-of-way.
SURROUNDING LAND USE & ZONING:
North- vacant; MF-2, Apartment zoning
South - church site; SF-7
East - vacant; PD 114, SF-7
West -single family; SF-7
COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
public and institutional uses.
DISCUSSION: This is the final process in establishing a legal building site for an
elementary school on this parcel. As proposed, the Carrollton-Farmers
Branch Independent School District will build Riverchase Elementary at
this location. It is proposed to be a 75,000 square foot building
containing 36 classrooms. A couple of comments need to be made. One
relates to the fact that no development will be allowed in the floodplain
until a flood study is submitted and approved. The applicant understands
that condition and will comply. Second, utility easements must be
shown on the plat and again, the applicant is in the process of complying
with that condition.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the final plat with the following two
conditions:
1. No development will be allowed in the floodplain until a
flood study is submitted and approved
2. Utility easements must be shown on the final plat
ALTERNATIVES: 1) Recommend approval of the request.
2) Recommend disapproval of the request.
