TRANSPORTATION: MacArthur Boulevard is a 4-lane divided major thoroughfare shown on the thoroughfare plan as a P6D, 6-lane divided major thoroughfare within the existing 110'-wide right-of-way. Starleaf is a residential street in a 60'-wide right-of-way. SURROUNDING LAND USE & ZONING: North- vacant; "MF-2" zoning South- Church; "SF-7-S.U.P." zoning East - vacant; "PDll4, SF-7" zoning West - residential subdivision; "SF-7" zoning Item # 14 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for public/institutional uses and floodplain. DISCUSSION: The Carrollton-Farmers Branch School District is proposing to build an elementary school that will open in the fall of 2000. This plat creates a building site for a 74,586 square foot elementary school, as well as dedicates a portion of Starleaf Drive right-of-way. The Lot 2, Block 1 reference used for the Starleaf Drive dedication is unnecessary when denoting street right-of-way dedication. The submitted site plan shows a single facility with its main entrance on the south elevation facing the street extension. The bus drop and parent drop-offs are designed so that traffic flows are clearly separated. The building elevations indicate an earth-toned brick facility, similar in architecture to other institutional facilities throughout the city. The west and south elevations show an attached sign with 12" high cast aluminum individual letters. The site fence details show a 6'-high combination metal and brick column fence along MacArthur Boulevard, with a 4'-high combination metal and brick colunm fence along the north, south and east side of play area. City Council will have to approve the 4'-high fence as it deviates from the 6'-high standard cited in the zoning ordinance. The tree survey and landscape plan generally meet city requirements. Staff's only concern pertains to the future parking spaces shown on the plan. The planting islands along the eastern property line must have a minimum of 150 square feet and a minimum width of 9'. Each island must contain at least 1 tree. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of both the preliminary plat and site plan with the following conditions: CONDITIONS FOR PRELIMINARY PLAT APPROVAL: 1. No improvements will be allowed in the floodplain until approved by the City Engineer. (see Engineering comments) 2. Eliminate the Lot 2, Block 1 designation for Starleaf Drive r.o.w, dedication.
