Three purposes for this request:
· Reduce the parking required from 1:1,000 to 1:5,000 for warehouse for Lot 1
· Allow for additional signage
· Attach a tree reparation/landscape plan to the PD.
Tract 1 is adjacent to City owned land. The approved Concept Plan provided for a
detention area, approximately 70 feet in depth adjacent to Ruby Road. Adjacent to the
detention area there were three rows of parking (81 feet in depth) which would be approx.
150 feet of "relief' with the required parking islands and plantings, before the track court.
The current request deletes the detention area and provides for 30 feet of landscaping
adjacent to Ruby Road. The Preliminary Site Plan 1 indicates three rows of parking with
appox. 157 feet of additional paving for loading/truck dock area adjacent to the building.
Preliminary Site Plan 2 provides for a single row of parking with 220 feet of paving area.
Truck courts typically are less than 100 feet in depth.
· The applicant needs to provide a rationale for this additional 120+ feet of paving. If
the request to reduce parking is a cost issue to make this project more marketable,
then it appears reasonable that less concrete would_more appropriately address this
issue.
· Staff recommends, that at a minimum, an additional landscape buffer and open space
be provided along Ruby Road equal to the 70 foot buffer indicated on the concept
plan. This increase in landscaping/open space would be a more reasonable trade-off
to allow for a significant reduction in the required parking, than the provision
additional concrete.
· Revise the notes on sheets A. 1 and A.1ALT to read:
1. Detail Site Plan and Landscape Plan, Elevations and Color Boards must be
reviewed and approved at a public hearing by the Planning Commission and the
City Council, before buildings can be built.
2. Monument signs, consistent with the quantity, quality, size, materials, colors and
located in the approximate locations as indicated on this plan will be permitted
within this PD.
3. Limited to Lot 1 only, the parking for a warehouse use may be reduced to a ratio
of one space per 5, 000 square feet. In the event that the demand for parking
increases due to the occupancy characteristics of the building additional
parking shall be provided, while meeting the requirements of the Landscape
Ordinance in effect at the time that the Detail Plan is approved.

Sign Request:
· Provide color specifications for the proposed signs.

When the detail plan for Tract 4 and 4x (Building 2) was approved, it was subject to a
tree reparation plan being approved, and that the trees would be replaced within two
years from the time that the c.o. was issued for the first building. Since that time, the
applicant has submitted a reparation plan and the landscape plan for the median of
Freeport Parkway and two common areas to partially address the required reparation. In
consultation with the City Attorney it was determined that it would be appropriate to
attach the Reparation Plan and this first phase landscape plan to this PD Amendment,
verses preparing a separate legal document.
This may best be accomplished by:
· Adding the Tree Mitigation Plan and Landscape Plan for the medians and common
areas (see below) to the PD, with the following conditions added to the Tree
Mitigation Plan:
a) All trees required to be installed per the attached retribution plan shall be planted
no later than 24 months from the issuance of the Certificate of Occupancy for the
first building in this PD.
b) The landscaping in the median of Freeport Parkway shall be as shown on the
attached landscape plan and shall be installed and maintained by the Texas
Dugan Limited Partnership (Property Owners Association), and/or their
successors and assigns.
c) The landscaping and irrigation in the common areas shall be maintained by the
Property Owners Association.
d) The remaining trees as required in this mitigation plan shall be installed as
specified in a) above.
A private license agreement to allow for the installation, irrigation and maintenance of
the landscaping in Freeport Parkway shall be required to be executed by the City
Manager. The detailed landscape plan and irrigation plan shall be attached to this license
agreement.
The re-submittal should include:
· Preliminary Site Plan 1, Sheet A.1, with revised conditions
· Preliminary Site Plan 2, Sheet A.1-ALT., with revised conditions
· Landscape Tabulations, Freeport IX, 560,000 SF Big dated March 27, 2001 (prepared
by SMR, on PCE base map), re-titled as "TREE MITIGATION PLAN FOR PD 186R),
with conditions.
· Landscape Development Plans for Freeport Business Center, DATED March 28, 2001
(prepared by SMR, on PCE base map) reproduced as one, 24 x36 sheet, similar to the
key sheet (LI.1) with the tree locations noted, re-rifled as "LANDSCAPE PLAN FOR
FREEPORT PARKWAY AND LOT 2 WEST POND AND LOT4X EAST POND.

Please revise plats, site plans, landscape plans, and building elevations based on staff
recommendations. Should applicant disagree with staff comments please provide
reasons why staff recommendations should not be followed when you attend the
September 6a Development Review Committee (DRC) meeting.
Each applicant will bring two new sets of revised plats and plans to the September 6th
DRC meeting. Applicants will be asked to show, explain, and defend any revision. A
representative for this project is required to attend the meeting.

Applicant will have till noon Tuesday, September 11,2001 to resubmit fourteen (14)
folded copies of revised plans, three (3) reduced paper copies (8 1/2 X 11) and a JPEG
file of each exhibit to the Planning Department.
