HISTORY:
The Planning and Zoning Commission approved a preliminary plat
for Burch Addition on July 21, 1994, with 8 conditions. On
August 9, 1994, the City Council approved the preliminary plat
with 4 conditions: 1) execution of a property owner's agreement
to maintain landscaping, 2) provision of a utility layout, 3)
construction of left-mm lane and driveway across common access
easement prior to a Certificate of Occupancy on either Lot 1, 3 or
4, 4) establishment of a development line on the west side of the
utility easement for the proposed sewer line.
TRANSPORTATION:
Denton Tap Road is a P6D, six-lane divided thoroughfare built to
standard in a 100 foot r.o.w.

COMPREHENSIVE PLAN: The 1987 Plan showed retail.
DISCUSSION:
The use of a light blond to rust "layered" flagstone or sandstone on the proposed building and
monument sign is compatible with certain other features in the vicinity, such as the entrance
monument at Creek View, the planter around the sign at Denton Tap Office Plaza, and the
planters and retaining walls at the offices on each side of Meadowcreek Drive.
The Subdivision Ordinance provides that, where conditions do not warrant underground utilities,
the use of overhead wiring may be considered if the services are on the rear property line.
Texas Utilities needs to serve the property from overhead lines located on the east side of
Denton Tap Road. They have agreed to place a pole 100 feet west of the front property line,
extend an overhead line across Denton Tap Road to that pole, and thereby eliminate the need
for any additional poles along the road.
At the time of preliminary plat approval, Wes Burch agreed to provide a 20'-wide hike-and-bike
trail easement. On Lots 2 and 3 it adjoins the west side of a 20'-wide sanitary sewer easement
which parallels the creek. Dr. Stich does not want the trail to parallel the creek on his property.
He proposes that it follow his north property line to the street and parallel the street southward
from that point.
The siting of the proposed building has taken into careful consideration the location of numerous
trees worthy of preservation. To locate the trail alongside the creek, without changing the
proposed building location, requires that a 48'-long section of the trail cross the flood plain via
a foot bridge. The placement of the trail between the building and the creek does not interfere
with the view of the creek from the building. Placement of the building between the trail and
the creek denies the public a view of the creek.
RECOMMENDATIONS:
Staff recommends approval of the Final Plat with the following three conditions:
1. Provision of an easement for overhead electric utilities, as described previously, and
subject to City Council approval of a variance of the requirements of Appendix C Section
5 of the Subdivision Ordinance.

2. Placement of the 20'-wide hike-and-bike trail easement alongside the flood plain, with
an approximately 50'-long segment partially within the flood plain.
3. Revision of the site plan and landscape plan to show sewer easement on the north side
of the lot as a 20'-wide easement, on-site utility locations, fire hydrant easement and 15'-
wide utility easement as recommended by the Engineering Department.

Site Plan & Landscape Plan Comments:
1. On the landscape plans, the sewer easement on the north side of the lot should be correctly
shown as 20 feet.

Developer Information Comment:
It appears as though the location of the irrigation system and the landscaping is going to
be in conflict with the sanitary sewer to be constructed late this year. There needs to be
some discussion between the applicant and the City as to the possibility of delaying the
installation of the irrigation and landscaping until such time as the sewer line has been
installed without delaying the approval of a CO, if in fact the facility is constructed prior
to the installation of the sanitary sewer line.

To all those concerned:
It is with great pleasure that I embark on this building undertaking for which I have submitted my
final plat. I have truly enjoyed the opportunity to contribute to the business community here in
Coppell and I plan to remain here in the city for many years to come. The image of commitment,
the presentation of excellence, and the distinction of differentiation are the goals that I have
sought in the land purchased and the design of the facility that I propose. I envision a facility of
uniqueness and comfort that contributes to the experience received by my patients and the image
of Coppell as a first class community.
I chose the lot concerned due to the native trees existing, the opportunity for a creek view, the
buffer on the north and south sides provided by the creek and the trees, and the location on a
primary thoroughfare. In the attempt to preserve the natural elements afforded by the native trees
and landscape, I have hired a consulting arborist, Harold Spiegel (991-8448), to assist with the
planning, construction and post construction phases of my project. The Engineering Department
of the City of Coppell has been especially helpful and accomodating with the relocation of the
sanitary sewer line which you see on the plat.
While choosing the design of my building, I wanted a style that would diffentiate this professional
building from the other service and retail facilities proposed for the Burch Addition. I also desired
a comfortable, home feel for the patients and their families, as well as an architectural style that
blends with the native landscape and the Southwest. With these thoughts in mind I chose a Texas
Hill Country Architectural Style characterized by the quarried natural sandstone, a low pitch metal
roof, long overhangs and an abudance of windows. This same stone will be carried through the
monument sign, the retaining walls and the landscaping.
I hope I have been able to reveal to you the vision of excellence I have for this facility, and the
contribution that I know it will make for the image of Coppell. I look forward to your comments,

Mayor Morton opened the Public Hearing and asked for those persons wishing to speak against
this proposal. There were none. He then asked for those persons wishing to speak in favor of
this proposal. Again, there were none. Mayor Pro Tem Robertson moved to close the public
hearing the approve The Fairways at Riverchase, Replat of Lots 30-58, Block 'A', to change
the location of the 100-year FEMA Floodplain on Lots 30 through 58, Block "A' located along
the north side of Kingsmill Court an Berkshire Lane. Councilmember Tunnell seconded the
motion; the motion carried 7-0 with Mayor Pro Tem Robertson and Councilmembers Alexander,
Sturges, Watson, Tunnell, Mayo, and Sheehan voting in favor of the motion.

development of an orthodontics clinic on property located at the west side of Denton Tap Road,
approximately 535 feet south of Bethel School Road with the hike and bike trail to be relocated
to the front of the property with the following conditions: 1) provision of an easement for
overhead electric utilities, as described previously, and subject to City Council approval of a
variance of the requirements of Appendix C Section of the Subdivision Ordinance; and 2)
revision of the site plan and landscape plan to show sewer easement on the north side of the lot
as a 20'-wide easement, on-site utility locations, fire hydrant easement and 15'-wide utility
easement as recommended by the Engineering Department. Councilmember Mayo seconded the
