Bowman city of Coppell Senior Planning Technician Mr. Dale Jackson City of Coppell Building Official Mr. Jim Koch (Part-time) Powell & Powell Mr. Joseph Patti Good, Haas & Fulton The meeting was held on Wednesday, January 21, 1987 at 10:00 AM in the Coppell City Hall. The purpose of the meeting was to review the city landscape requirements. ITEMS DISCUSSED: " 1 The intent of the city required 5% landscape area is that this area be provided for the entire site being developed. Backup calculations for the landscaped areas should be included with the landscape drawings which are required to be filed with the Final Plat. Separate landscaped area calculations for each lot within the ;' development are not required. 2. The 60' wide open area requirement for unlimited area in a one story, Group B occupancy, fully sprinklered building as defined in the 1985 Edition of the Uniform Building Code, Section 506(b) needs to be indicated on the Final Plat. The entire 60' wide area must be located within the perimeter property lines of the lots on which the buildings are being developed. 3. CMU (concrete blocks) are specifically not permitted by the City Zoning Ordinance which requires that 80% of the building exterior in a C District zone be masonry. A variance to use painted CMU on the service sides of the Skaggs building can be granted by the City Council. The process to accomplish this is to address a letter requesting the variance to Mr. Dale Jackson when the Final Plat is submitted. He will then place this item on the agenda of the next City Council meeting for them to vote on. Meeting Report Sandy Lake/Denton Tap Retail Center Page Two 4. For multiple tenant centers the City Sign Ordinance allows monument signs with the shopping center name. The maximum allowed area of the monument is 36 square feet. The City Council has the power to approve signs which differ from these requirements. 5. Rough grading for a project can be started before a building permit is issued if a letter requesting an early start is filed with the City Engineer. This letter must confirm that any work performed, which is required to be revised by the building permit review comments, will be revised. Also, that if a building permit is not issued for any reason the site will be returned to its original condition. 6. The City will accept and review contract documents for a building permit before the Final Plat is filed, but will not issue a permit until the Final Plat is approved. This process will save the review time and allow the permit to be issued as soon as the Final Plat is approved. Having no further business to discuss the meeting was adjourned. Anyone taking exception to this report shall notify the Architect, in writing, seven (7) days after receipt of this report; otherwise, report shall stand approved as written. Final Plat the lot separately with restrictions as outlined in the drainage agreement. 2. Not construct any on-site buildings at this time 3. Not construct any drainage improvements along the west line at this time. 4. Construct a water main loop across the site connecting to an existing 8-inch main at the southwest corner of the site. 5. Construct a sanitary sewer main across the site connecting to a manhole at the southwest corner of the site. 6. Construct a fire lane across the site on the south side of the future building and construct approximately 60,000 s.f. of concrete parking area in front of the future building. 7. Construct approximately 30,000 s.f. of concrete loading area at the rear of the future building. 8. Construct a temporary asphalt drive designed for truck traffic loads connecting the front and rear parking areas. 5~s. DECISIONS REACHED Ms. Daneshmand stated that the Fire Marshall has indicated that a fire lane will be required along the rear of lots I and 2. Mr. Patti suggested that the temporary asphalt drive could also serve as a connecting loop for the fire lane. TOPIC DISCUSSED Median cuts on Denton Tap Road and Sandy Lake ~oad -l- Tracking No. 3354d/1230 DECISIONS REACIIED Connell is proposing that at such time Sandy l,akc Road and Denton Tap Road are improved, median cuts with left turn lanes be provided at the north drive to the site from Denton Tap Road and the two western drives to the site from Sandy Lake Road. Dear Ms. Daneshmand: As you are aware, Connell Development Co. is in the process of developing a ]4 acre tract of land located at the northwest corner of Sandy Lake Road and Denton Tap Road in Coppell, Texas (Connell Skaggs Addition). A Preliminary Plat and a Site Plan for this tract have been approved by both the City Planning and Zoning Commission and the City Council. In addition to these approvals, Connell has entered into an agreement with the City regarding the construction of drainage improvements along the west line of the site coincident with the development of Lot 3 as shown on the Preliminary Plat. This agreement allows Connell to obtain building permits for and to develop Lots 1, 2 and 4 without the requirement of the construction of drainage improvements along the west line of the site. However, the issuance of a building permit on Lot 3 will require the construction of these drainage improvements. At this time, Connell Development Co. wishes to proceed with the development of Lots 1, 2, and 4 of this site. In addition, Connell proposes to construct certain improvements on Lot 3 prior to the construction of the drainage improvements or any structures located on Lot 3. These improvements are sketched on the enclosed print (Preliminary Site Plan, P&P Drawing No. S-131].2, dated October, 1985), and include the following items: A. The construction of a 8-inch water main loop connecting to an existing 8-inch main in Sandy Lake Road at the southwest corner of the site as shown on the approved Preliminary Site Plan. B. At this time Good, Haas & Fulton, Connell's architect for the site, is in the process of preparing a site plan for this site, which will specifically locate all driveways and future median breaks to provide access to the site from both Sandy Lake Road and Denton Tap Road. As you discussed with Mr. Jim Koch in our office, the current preliminary site plan includes a median break on Denton Tap near the northwest corner of the site, a median break on Sandy Lake near the center of the site, and a median break on Sandy Lake near the southwest corner of the site. Enclosed are three prints of the preliminary site plan, dated January 7, 1987, prepared by Good, Haas & Fulton. Sketched on this plan are the proposed location of median cuts, stack lanes, and median configurations for both Denton Tap Road and Sandy Lake Road. The median cut on Denton Tap will meet the criteria for left turn lanes as outlined in the City of Coppell Subdivision Ordinance. The proposed median cuts on Sandy Lake Road will meet the City's criteria for width of opening, length of stack lane, and length of transition. However, the proposed medians do not meet the City criteria of a 100' linear feet of landscape area. As you mentioned, not meeting this criteria may require that a variance be approved by the City Council Therefore, we request that you review this request for a variance from the Subdivision Ordinance, and if required, schedule this request to be placed on the next available Planning and Zoning Commission and City Council meetings for consideration. It is also requested that Connell be provided some type of assurance from the City that, if the median cuts are approved, they will be constructed with the future improvements to Sandy Lake and Denton Tap.
