HISTORY:
The property was platted in June of 1988. In November of 1989,
the property was rezoned from SF-12 to SF-12-Special Use Permit,
to allow the operation of a church, day nursery and school.
TRANSPORTATION:
Heartz Road is a C2U, 2-lane undivided collector street contained
in 50' of right-of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
Public and Institutional uses.
DISCUSSION:
The church wishes to expand its facilities. The new 15,000 sf addition
faces Heartz road and adjoins the existing building. Once the addition is
completed the church will have a sanctuary that will seat 293 people, a
fellowship hall, approximately 17 classrooms and a number of church and
school offices.
The face brick, metal roof, windows, gutters, and downspouts shown on
the new addition will match the existing building. The church is also
proposing to add a total of 17 new parking spaces, of which 3 will be
handicap spaces. A new driveway is being created off Heartz Road that
will tie in with an existing on-site driveway.
Staff would like to point out that in July of this year, the applicant obtained
a variance from the Board of Adjustment to allow a temporary 1,200 sf
shade structure for a period not to exceed 24 months. The shade structure
covers existing play equipment. During the Board of Adjustment meeting,
a representative for the church explained that once the church addition was
complete, the playground equipment will be moved to an inner courtyard
area. The new courtyard area would have permanent masonry pillars that
will be in compliance with city code. The applicant has indicated on the
plans that the existing canvass covered shade structure will be removed
once the new addition is in place.
The applicant will have to modify the landscape plan to indicate the size of
the existing trees on site, as well as indicate the location of the existing
monument sign. Staff requests that on the building elevations the applicant
relocate the new electrical box shown on the southwest elevation to a more
inconspicuous location on site. The box as shown is too visible from
Heartz Road.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of the site plan subject to the following
conditions being met:
