No building permit or certificate of occupancy shall be issued for any portion
of the property until a Detail Site Plan is approved after a public hearing by
City Council and Planning Commission

along the western side of Freeport Blvd. in this area. A 20' hike and bike trail easement
will be required along the western side of and adjacent to Freeport Blvd.
