Connell/Skaggs/FP-CS 870414April 14, 1987 MEMORANDUM TO: Planning and Zoning Commission FROM: Taryon Bowman, Planning and Zoning Coordinator RE: Connell Skaggs Addition - Lots 1, 2, & 3 - Final Plat Staff has reviewed the above referenced project and request that this item be placed on the April 16, 1987 Planning and Zoning Commission docket. However, due to substantial material being submitted to our offices by the applicant on Monday, April 13, 1987, staff is currently reviewing the project, as to not cause futher delay. Listed below are the major concerns: (1) Sheet flowing the entire site is not recommended because of the following reasons: a) Flooding b) Erosion (2) Due to the rapid growth of Coppell, staff re- commends that consideration be given to the placement of the propsed future Box Culvert at this time. (3) A portion of the Engineering Report and data on the existing and proposed drainage system, along the west property line, were submitted to the Engineering Department on Monday, April 13, 1987. Staff has not had an opportunity to review this report along with our Consulting Engineers, Ginn, Inc. (4) Location of easements needs to be worked out with the Utility Companies. Box 478 Coppell, TX 75019 Dear Ms. Bowman: As you are aware, the Final Plat for the above referenced project has been submitted to the City for review. This plat is scheduled to be placed on the April 16th Planning Agenda, and the May 12th City Council meeting agenda for consideration and adoption. We respectfully request, on behalf of our clients, Skyhawk Venture and American Stores Properties, Inc., owners of the project, that certain variances to the City's Zoning and Subdivision Ordinance be allowed. These requested variances are as follows: 1. Use of painted concrete block in lieu of masonry elements for building construction in the service areas (see letter dated 1/30/87, from Richard Watson to Dale Jackson, copy enclosed). 2. Waiver of the requirement to construct a sanitary sewer main along the site frontage on Denton Tap Road. We feel that since the northeast corner of the site is located at a natural high point, a main in this location would be unable to service any sites to the north and, therefore, would be an unjustified expense. 3. Deferment of the required screening wall along the west property line until construction of the future building on Lot 3 and the future box culvert. The construction of the wall at this time may impede the construction of the future box culvert along this property line. This box culvert is to be constructed when Lot 3 of the site is developed. All comments made by the DRC have been addressed with the exception of the following: 1. The request to dedicate to TP&L easements along the east and west property ines is being reviewed by the owners. 2. The additional 5' right-of-way dedication along Denton Tap is not required by the Subdivision Ordinance. (The dedication currently proposed will fulfill the requirement of a 130' right-of-way within 300' of an intersection.) In addition, Powell & Powell or the owners need to provide the following: A. A maintenance agreement for landscaping in the street parkways adjacent to the site~ B. Anticipated average daily water and sanitary sewer demand. C. A construction cost estimate for improvements to be constructed within street rights-of-way of City easements. D. Calculations for the depth and velocity of on-site overland flow runoff. DATE: March 23, 1987 SUBJECT: Final Plat/Site Plan; Lots 1, 2, and 3 Connell Skaggs Addition ~ Corner Denton Tap Road./Sandy Lake Road After reviewing the above referenced project, we offer the following comments: Our last review and comments on this property were made in April 1986, and then again in July 1986. Since that time, we have not been a part of the review process on this particular subject. Therefore, some of our comments may or may-not be applicable due to prior discussions, agreements, or provisions made by and between the owners, engineers, and city staff. 1. We requested previously that dedication of right-of-way along Denton Tap be provided to have 140' wide right-of-way within 300 feet of intersection. Also, Denton Tap right-of- way needs to be 120' wide in accordance with County requests. 2. Prior concerns over drainage on west end of property are still valid at this point in time. 3. We have major concerns about entire site "sheet" flowing to west into the drainage ditch; no provision for on-site detention or collection. 4. Storm drainage should use 100-year storm, not 50-year as shown. 5. When "sheet flow" hits screening wall on west property line, what will happen? 6. Screening wall should be a part of initial site development, not future. 7. The City does not recommend clay tile pipe for sewer mains; would prefer PVC. 8. No open cutting of Denton Tap or Sandy Lake shall be allowed for water or sewer improvements. 9. Will the 6" thick concrete pavement be adequate for truck traffic. 10.
