Rollins, AIA Coppell Family YMCA GFF Project No. 01122 August 31, 2001 City of Coppell Responses to Development Review Committee Comments The total building area adds up to 51,500 square feet, while the table indicates 52,000 square feet, which is correct? The original approved square footage per the 3.24.98 SUP was 34,000sf. The addition is 17,500sf, thus the sum of those two building areas is 51,500sf (not 52,000sf as incorrectly noted on the table.) What is the rationale for 2,000 square feet to be parked at a ratio of 1:200 and the remaining at 1:3007 The original building was approved by the city to be parked as a "Community Center" based on an agreement that shares use of the Natatorium with Coppell High School. "Community Centers" require 1:200 for the first 2,000sf and 1:300 for all additional square footage. The first floor expansion is 8,800 square feet and the second floor is 8,700 square feet, where is the 100 square feet "loss" on the second floor expansion verses the first floor? The additional 100 sq. ft. on the first floor is a covered entry vestibule extension at the east end of the "Main Street" circulation spine. Tree reparation is only required for the Hackberry Trees which are 10 inch caliper or greater. Replacement trees are normally a minimum of 3" caliper. Need to recalculate and provide a table indicating the trees being removed and replaced. There appears to be several discrepancies as to the trees existing in 1998 and those currently existing, even allowing for three years of growth. Please verify. Refer to Section 12-34-2-1 of the Zoning Ordinance for regulations on Tree Preservation and removal The trees to be removed in the area of expansion were surveyed a day before the site plan was submitted to the City for review and is a current removal and replacement survey, Refer to Site Plan for tree removal ~ replacement schedule. The 1998 Tree Survey indicated that there was a multi-trunk, 6" caliper Honey Locust, east of the Future Expansion Area. The current plan identifies the same tree to be removed and identifies it as a 4" caliper, which is correct? The existing Honey Locust was measured 12" above ground ec was measured a day before the Cities review 8~ is a current tree survey. Refer to Site Plan for tree removal ~ replacement schedule. 6. The 3-24-98 Site Plan approval conceptually indicated the area for the parking expansion, but did not approve the specific design. Therefore, the design of the parking lot expansion needs to comply with Section 12-34-8-(B), Interior Landscaping, of the Landscape Ordinance, and Section 12-34-8-(C), Perimeter Landscaping. Please review the attached excerpts from the Landscape Ordinance and a portion of the Landscape Plan approved for the existing YMCA parking lot. Refer to revised Site Plan ~t Planting Schedule for landscaping in area of new parking expansion. 7. Provide a Landscape Plan for the expanded parking area and the location of any additional replacement trees. Refer to revised Site Plan ~t Planting Schedule for landscaping in area of new parking expansion. 8. Dimension the typical parking space in the expansion area. Revised plan indicates dimensions. 9. Update site plan to indicate additional handicapped parking installed along Town Center Drive. Per the Texas Accessibility Standards (TAS) of the Architectural Barriers Act, Section 4.1.2 Table 2, 6 spaces are required for lots with 151-200 spaces. Since the proposed lot has between 151-200 spaces six spaces are required, provided and shown. 10. It is recommended that the proposed external stairs, are hidden with an architectural feature as they are on the north elevation of the building. Refer to revised site plan and elevations showing new painted precast concrete tilt-up panel screen wall to match material and color of existing building. 11. The extension of the fire lane needs to be established by separate instrument to be filed with the County. Extension of fire lane will be submitted to the county. 12. Need to contact Harry M Hargrave (214-651-6245) of the Town Center Architectural Control Committee to receive approval for the building expansion. Site plan and elevations were faxed on 9.5.01 and are awaiting approval. 13. Please clarify which of the "future expansion areas" will no longer be necessary due to this phase of expansion. The need for the NW fitness expansion, NE babysitting expansion and 14ft extension at the Teen Center are eliminated by the current proposed expansion.
