Dear Mr. Rutledge: Pursuant to our April 6, 1987, telephone conversation, we appreciate the information you provided us on the status of the Coppell High School plans. It is our understanding that the preliminary plat and plans have been approved by P & Z and Council and that final plat has not been submitted as of this point in time. Based on the tight schedule everyone was working under, you requested that the plans for the drainage and also the water and sewer be reviewed and approved prior to final plat submittal. The intention was to allow construction of these items, with City approval, and then proceed with the final platting process at a later date. In order to facilitate the expeditious review of the plans, we had requested you forward copies of plans to us for review at the same time you submitted them to the City. The plans sent to us on February 27, 1987, were held longer than normal, due to the fact that you stated that "City comments for public drainage improvements were being revised," and erroneously we anticipated receiving an updated set to be reviewed. There was some miscommunication apparently, and your March 26, 1987, letter to SHWC, Inc., which we were copied, stated you received no response to your February 27 submittals. AT that time, seeing the urgency of the matter, we reviewed the plans and returned them to you on March 30, 1987. From the information you provided, we understood the city was reviewing the plans also. You indicated that negotiations with' Univest are continuing on the drainage improvements and that you are waiting on the agreement to be finalized prior to resubmittal of the final plans. You also indicated that: the land is under condemnation proceedings and a court date is set as May 18, 1987; you would like to proceed with construction of drainage and utilities as 17103 Preston Road · Suite 100 · LB 118 · Dallas, Texas. _48 · Phone 214/248-4900 close to May 20, 1987, as possible; and, you may possibly be resubmitting the final plat within a short period of time to the City for inclusion on P & Z and Council agendas. We ask that to keep the City fully informed of any submittals, requests for variances, etc., and on any future submittals you submit the required information through the proper channels of the City. We will be a part of the City staff that will review your plans from an engineering standpoint. We will be involved with review on the staff level, under the direction of the City Manager. We would anticipate that other members of the staff, such as inspection, planning, engineering, public works, police and fire, etc., would have valuable input during the review process. Once you have incorporated all the comments, please submit six final sets to our office in order that they can be stamped for approval.
