Gentlemen:
The Parks of Co~pell Joint Venture II (PCJV II) delivered to you a letter
dated January 22, 1987 expressing support for the preliminary plat sub-
mission for the new high school planned by the Coppell Independent School
District (CISD). Subsequent to sending that letter, we received from the
City of Coppell a notification outlining several variances that have been
requested by CISD associated with their preliminary plat. We object to
some of those variances because we feel that they will have an adverse
affect on our adjoining property, and are writing_ this letter to make you
aware of our objections, which are as follows:
Lighting Intensity on Adjacent Property - The notice
sent out by the City says that the intensity will be
five foot candles on the west side of the high school
site. The architects for the school district advised me
by telephone that the lighting intensity will be four
foot candles at the property line on the north side of
the high school site which is our c~,,~n boundary line.
Our adjacent proDerty is zoned multi-family and is plan-
ned for that type of residential use. Our consultants
advise us that the lightin(3 intensity recc~m~ended by the
Urban Land Institute for a shopping center parking lot
is a one foot candle. Your ordinance requires .25 foot
candles. We, therefore, object to the lightin~.~ inten-
sity Droposed by the school district and would ask that
the City require the school district to decrease the
ambiant light spill onto our property to a level of one
foot candle at the property line, through the use of
reflector hoods or other light directional devices on
the lighting fixtures which will prevent such light
spill. Another alternative, which may be less desire-
able to CISD would be to lo~r the height of their
poles. A third alternative might be to move the stadium
more to the center of the high school site.

Parking - This variance requests to reduce by 37 1/2%
the number of parking spaces in the parking lot. This
in turn raises a potential concern for heavy parking
uses during ballgames on adjacent streets on our pro-
perty, possibly resulting in traffic problems. We would
request that no parking be permitted for these g~aes
along Parkway Boulevard especially. We would further
su.c~3est that, if this variance is granted at all, it
should be granted on a temporary basis, thus allowing
time to see if the number of parking spaces is actually
workable or if they need to be expanded at a later date.

Parking Surface -We object to the use of crushed ~cfravel
on the visitors parking, lot. No private developer or
owner would be allowed to do this in the City of Cop-
pell. We are concerned that the use of crushed gravel
will be unsightly and would result in blowinG dust on
our residential property which is inm~ediately adjacent
to the visitors parking lot. We would request that as a
minimum, the visitors parking lot be paved with asphalt.
We respectively request that the Coppell City Council make the appropriate
adjustments in the requested preliminary plat to resolve our objections.
