Beltline Road Irving, Texas 75038 (214) 580-1111 HISTORY: Approximately three months ago, a request for a batch plant was approved on a portion of this land; (that request was just consumated with the granting of an S.U.P.) TRANSPORTATION: State Highway 121 will be a major traffic artery, contain six lanes of traffic with median in a 455' right-of-way. Corporate Park Drive is an improved street in a 60 foot right-of-way; Coppell Road is a substandard road in substandard riGht-of-way. SURROUNDING LAND USE & ZONING: North - 121 Cafe; (C) zoning East Vacant; (MF-2) zoning South - Vacant; (LI) zoning West Grapevine City Limits COMPREHENSIVE PLAN: The Comprehensive Plan suggests (HC) land usage along the S.H. 121 - Freeport area incorporating uses such as hotels, restaurants and low and mid-rise offices. Planning and Community Services Director Gary Sieb made a presentation to Council. Tim House, representing the applicant, was also present to answer any questions Council might have. Mayor Wolfe declared the Public Hearing open and asked if there were any citizens who wished to speak in favor of or in opposition to the zoning change. There being none who wished to speak, the Public Hearing was closed. Mayor Pro Tern Smothermon moved to approve a zoning change, Case #PD-117, Chautaugua Place from (MF-2) Multi Family-2, to (PD-SF-7), Planned Development Single-Family-7, located along the west side of Harris Road at the intersection of Bethel School Road, with the stipulation to Staff that a plat would be approved with no alleys providing that they were not needed for drainage and that the minimum house size will be 1,800 square feet. Councilman Morton seconded the motion. The motion carried 7-0 with Mayor Pro Tem Smothermon and Councilmen Weaver, Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the motion. Item 15 PUBLIC HEARING: Consideration and approval of a zoning change request for ZC-531, Magnolia Property, from (HC) Highway Commercial and (LI) Light Industrial, to (SF-12)Single-Family-12, (SF-9) Single-Family-9, (SF-7)Single- Family-7 and (HC) Highway Commercial, located at the northwest and southwest comers of Denton Tap Road and S.H. 121 Bypass, at the request of Nathan Maier Engineers. Planning and Community Services Director Gary Sieb made a presentation to Council. The Planning & Zoning Commission denied (6-0) without prejudice the request for a zoning change. This being the case, Mr. Sieb pointed out that it would take a vote of 3/4 of the Council to approve this item. Nathan Maier was also present to address any concerns Council might have. Mayor Wolfe declared the Public Hearing open and asked if there were any citizens who wished to speak in favor of or in opposition to this zoning change request. There being no citizens who wished to speak, Mayor Wolfe declared the Public Hearing closed. Councilman Morton moved to deny without prejudice a zoning change request for ZC-531, Magnolia Property, from (HC) Highway Commercial and (LI) Light Industrial, to (SF-12) Single-Family-12, (SF-9) Single~ Family-9, (SF-7) Single-Family-7 and (HC) Highway Commercial, located at the northwest and southwest comers of Denton Tap Road and S.H. 121 Bypass, waive the fees and recommended that the Planning and Zoning Commission act on this as quickly as possible to re-hear the case. Councilman Robertson seconded the motion. The motion to deny carried 7-0 with Mayor Pro Tern Smothermon and Councilmen Weaver, Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the motion. Item 16 PUBLIC HEARING: Consideration and approval of a zoning change request for Case #ZC-530, 121 Business Park, from (LI) Light Industrial, to (HC) Highway Commercial, located at the southeast comer of S.H. 121 and Coppell Road, at the request of E-Systems Pool Trust. Planning and Community Services Director Gary Sieb made a presentation to Council. Greg Carter, representing the applicant, was present to answer questions from the Council. Mayor Wolfe declared the Public Hearing open and asked if there were any citizens who wished to speak in favor of or in opposition to the zoning change. There being no citizens who wished to speak, the Public Hearing was declared closed. Councilman Cowman moved to approve a zoning change request for Case #ZC-530, 121 Business Park, from (LI) Light Industrial, to (HC) Highway Commercial, located at the southeast comer of S.H. 121 and Coppell Road. Councilman Robertson seconded the motion. The motion carried 7-0 with Mayor Pro Tern Smothermon and Councilmen Weaver, Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the motion. Item 17 PUBLIC HEARING: Consideration and approval of a zoning change request for Case #PD-116, Northridge Addition, from (TC) Town Center, to (PD-SF-7) Planned Development Single-Family-7, located at the northwest comer of Sandy Lake Road and Heartz Road, at the request of D.R. Phone ~ ~-/ Fax~ ~'E~:a ~ ~ ' * Fax~ ANALYSIS: The applicant is requesting a zoning change from (LI) Light Industrial to (HC) Highway Commercial due to the massive amount of (LI) zoning currently in place (over 36% of Coppell's total zoning area). Also, the fact that Comprehensive Plan shows the (HC) designation as the ultimate use of this property, encouraged this request. The (HC) zoning district was designed to permit high intensity areas allowing a mixed-use for office, commercial-retail and highway-oriented uses, to be located along high-volume thoroughfares. This 59 acre parcel is suitable for (HC) development. This parcel is certainly better suited for uses such as hotels, restaurants and low to mid-rise office, given the fact that S.H. 121 will be expanded in the future and the proximity of this parcel to the DFW Airport. Along with these suggested uses, the (HC) zoning district also allows manufacturing and industrial use, which allows flexibility in future development.
