SIZE OF AREA: 31.62 acres of property containing a 37,734 square foot building and a 24,974 square foot outdoor pool area. CURRENT ZONING: TC (Town Center) REQUEST: Preliminary Plat and Site Plan approval. TRANSPORTATION: Parkway Boulevard is a C4D, 4 lane divided thoroughfare built to standard in a 90-foot right of way. Item # 12 SURROUNDING LAND USE & ZONING: North -City park land; TC, Town Center South -single family residences; SF-7 East - Kid Country; TC, Town Center West - City park land, single family residences; TC, Town Center and SF-7 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for park/open space. DISCUSSION: This application is the culmination of over three years of work by a number of consultants, our CRDC Board, staff, and the City Council to provide an aquatic and recreation center for the citizens of Coppell. The final step in realizing this objective is the site plan and plat approval process. As proposed, this development will consist of a 37,800 square foot aquatic center with gymnasium, lockers, office, indoor pool, rest rooms, meeting rooms, cardiovascular and weight rooms. The outdoor pool will consist of a 25,000 square foot facility with three separate pools for lap swimming, diving, and recreational swimming among other activities. Our review of the request has resulted in only minor alterations needing to be made to the application. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Two recommendations follow, one dealing with the preliminary plat, the other with site plan review. Regarding the preliminary plat, all concerns expressed by staff have been addressed, and we recommend approval. With regard to the site plan, our primary concern relates to the building, tree preservation, the landscaping plan and parking provisions. Specifically, proposed setbacks for the buildings need to be shown on the site plan; every effort should be made to save as many trees as possible including the 12 inch Elm located in the drop off area of the parking lot as well as the 12 inch Elm at the western entrance along Parkway Blvd.; a note needs to be placed on the landscaping plan that recognizes all trees must be at least 7 feet tall and a minimum 3 inch caliper at initial planting; plant material screening parking lots must be 30 inches tall at planting; all parking islands must contain at least one tree; a landscaped planting island is required between no more than 15 parking spaces--one area contains 16 spaces on the east side of this project. Other than these comments, staff supports this request and recommends approval as outlined below. Conditions for preliminary plat approval: 1) None, the plat can be approved as submitted Item # 12 Conditions for site plan approval: 1) Show all building setbacks on site plan exhibits 2) Can the 12-inch Elms in the drop-off area and at the western street intersection be saved? 3) Summarize all plant material being proposed and note that all trees must be 3 inch caliper or greater, with a minimum height at planting of 7 feet 4) Off-street parking spaces must be screened with 30 inch high specimens at planting 5) All planting islands must contain at least one tree 6) Landscaped planting islands are required between each 15 parking spaces 7) All provisions of our landscaping standards be followed ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend approval of the Preliminary Plat and modification of the Site Plan 4) Recommend approval of the Preliminary Plat and take the Site Plan under advisement for reconsideration at a later date ATTACHMENTS: 1) Preliminary plat 2) Site plan, floor plan, and elevations package 3) Landscape and irrigation plan Item # 12
