SIZE OF AREA: 37,734 square foot facility and a 24,974 square foot outdoor pool area on 31.62 acres of property. CURRENT ZONING: TC (Town Center) REQUEST: Final Plat approval. Carson,Salcedo,McWilliams,Inc 732 DeForest 1201 Main, Suite 1530 Coppell, TX. 75019 Dallas, TX. 75202 (972) 304-3565 (214) 741-4640 Fax: (972) 304-3547 Fax: (214) 741-4610 HISTORY: The Aquatic Center is approaching completion and before the Building Official will issue a certificate of occupancy, the final plat must be approved and recorded with the County. This is standard operating procedure uniformly followed by the City. TRANSPORTATION: Parkway Boulevard is a C4D, 4-lane divided thoroughfare built to standard in a 90-foot right-of-way. SURROUNDING LAND USE AND ZONING: North - City park land; TC (Town Cemer) South - Single-Family residences (SF-7) East - Kid Country; TC (Town Center) West- City park land, single-family residences; TC (Town Center and SF-7) Item #4 COMPREHENSIVE PLAN: The Comprehensive Plan shows this property suitable for park/open space. DISCUSSION: This plat submittal is the f'mal processing procedure which must be followed before the Aquatic Center can obtain a certificate of occupancy and open for business--a total process that has taken over 4 years from concept plan to where we are today. Although the grand opening of the Center is scheduled for July 4, and detail work continues as we evaluate this submittal, the Final Plat must be reviewed, approved, and filed for record with the County before the citizens of Coppell can enjoy the facility. We have few substantive comments to make as the engineer has worked with the City to resolve any problem areas. To review the Center, it consists of a 37,800 square foot aquatic facility with lockers, office, indoor pool, rest rooms, meeting rooms, day care area, cardiovascular and weight rooms and an indoor track. The outdoor pool will consist of a 25,000 square foot facility with three separate pools for lap swimming, diving, and recreational swimming among other activities. Our review of the request has resulted in only minor alterations--mostly engineering as mentioned above--and we support the application. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of this f'mal plat subject to the following conditions: -work with TXU to resolve any outstanding utility easement issues ALTERNATIVES: 1) Recommend approval of the request. 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
