Dear David,
Last spring as the school was being occupied, Linda Varonich, code enforcement
officer with the City of Coppell, inspected the food service area, made a list
of things to be done, and "red tagged" the building.
Some things she wanted done were changes/additions to the plans which had
been previously approved by the city at the time the building permit was
issued.
It's my understanding that Linda came to the city after the building was under
construction.
All of the items on her list, with one exception, have either been completed
or given to the contractor to do.
The one exception: Linda asked for a floor drain in the employee's toilet in
the kitchen.
Asking for a floor drain to be added after the building was complete is unreasonable,
particularly when the city had already approved the building without the drain. In
fact, we consider it poor practice to put floor drains in single stall toilets [or sanitary
reasons.
We have asked Linda several times to reconsider her request. She refuses to do
so. She has not been able to show me a city code that requires a floor drain in
that toilet, only a code that gives her the authority to ask for it.

You have at least two choices. One, have a floor drain installed at considerable
expense, or two, ask her supervisor for relief.
