Dear Gary: \
On behalf of our client, Wynnpage Estates, Ltd., I am writing to
request that the City consider certain changes to Wynnpage Estates,
PD #115 in light of the financial implications of the certain
requirements requested by the City during the planning and zoning
process.
First, the developer would like to request that the City allow the use
of "split-face' or "rock face' masonry units in lieu of brick on the
screening wall which will be build to the east, northeast and south
property lines adjacent to commercial zoning. As you are aware this
fence construction is usually a requirement of the commerc/al
development which is currently vacant rather than the residential
development. The developer plans to build the wall as requested;
however, would like to utilize this decorative masonry unit which we
have utilized in other municipalities such as Piano and is a handsome
treatment by itself or combined with other materials.
Second, the developer would like to request that the construction
requirement of the northeast section of this wall which separates this
residential development from the gas easement (zoned commercial) be
delayed for 24 months or when 90% of the lots are sold whichever
comes first.
Finally, we would like to request the ability to use treated cedar posts
on the construction of the wood fence on the south and west property
lines. These posts have a life expectancy of 15=17 years which will
probably outlast the fence itself and are a standard which we employ
on subdivision projects throughout the metroplex.
In summary, we should emphasize the fact that none of these requests will diminish
the quality or the quantity of improvements committed to by the developer for
Wynnpage Estates; but, they will relieve some of the tremendous financial burden
placed on the development. We look forward to a fine residential subdivision addition
to the City of Coppell and will be glad to assist you in any way to clarify these
