The plat was not submitted for city signatures within 6 months after approval by the City Council, the plat was resubmitted for City Council consideration and approved on May 18, 1989. TRANSPORTATION: Cowboy Drive is a 2-lane undivided street in a 60'-wide right-of- way. SURROUNDING LAND USE & ZONING: North- vacant; "SF-12" zoning South - residential subdivisions; "SF-12 and PD-148" zoning East - residential subdivision; "PD129R, SF-9" zoning West - residential subdivision; "SF-12" Item # 15 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for public/institutional uses. DISCUSSION: The proposed expansions at the Coppell High School campus consists of a 9~h Grade wing, a band hall, dining/lecture hall, and principal suite, as well as additional corridors. The new additions do not impact the current on-site driveways. However, a number of existing trees on this site will be affected by the construction. It is the intent of the school district to relocate the trees to the Coppell Middle School North campus to further enhance the landscape quality at the middle school. Since the existing trees are being relocated to another site, the school district is requesting that a tree survey and tree preservation plan requirement be waived. During the Development Review process, staff concerns related to the amount of parking required to adequately serve the new additions, as well as the lack of a tree survey. The applicant has provided a copy of a tree survey for city-wide forestry planning purposes, as well as the parking data shown on the site plan which indicates 42 parking spaces over city requirements for a grand total of 1,170 parking spaces on campus. The building elevations show the exterior of the new wings to blend with the existing structure, both in architectural style and exterior building materials. The 9~ grade and administration additions are shown to be 2- story additions. The band hall will reach a 2-story height for acoustical purposes. The construction is scheduled to begin next month and completion date is expected to be Fall 2000. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the site plan amendment subject to the approval of the exterior building materials shown on the submitted on the color board. Since we are relocating the existing trees, we request that a tree survey and tree preservation plan requirement be waived.
