TRANSPORTATION: Parkway Boulevard is a developed C4D, 4-lane divided collector in an 88'-wide right-of-way. Town Center Boulevard is a 28'-wide pavement within a variable-with right-of-way dedicated by separate insmauent. The right-of-way of Town Center Boulevard along the frontage of the proposed parking lot is 66'-wide. Town Center Drive is a 66'-wide divided pavement within a 66'-wide fight-of-way dedicated by separate instrument. SURROUNDING LAND USE & ZONING: North- Coppell Justice Center; "TC" Town Center South - Coppell Family YMCA; "TC" Town Center East - Town Center Elementary School; "TC" Town Center West - Eleanor Square Retail strip; "TC" Town Center Item# 11 COMPREHENSWE PLAN: The Comprehensive Plan shows the property as suitable for public and institutional uses. DISCUSSION: The YMCA has entered into an agreement with the City of Coppell to build a parking lot on city property. The timing of this parking lot is critical to the YMCA. They are hopeful it will be completed or substantially completed by the end of December to meet their projected growth. Initially, staff had a concern regarding the location of the proposed southern driveway access and the problem it could create with traffic circulation. The applicant has increased the landscape buffer from 23' to 38' along Town Center Boulevard, thus shifting the entire parking lot to the east by 15'. At~er careful review, the new design of the southem driveway meets minimum city standards. The Fire Department is requiring a 24 foot wide fire lane unless "no parking" signs are posted along Town Center Boulevard in front of this parking lot. It is planning staffs understanding that in the near furore, the Engineering Department will be submitting to City Council an ordinance prohibiting parking on both sides of Town Center Boulevard starting from the Wendy's site north to the Justice Center. Planning staff supports that proposal. Should the ordinance be denied by City Council, the applicant will be required to replat this property. The site plan and landscape plan meet city requirements. However, modifications will have to be made to the irrigation plan. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the site plan amendment subject to the following conditions being met: 1) A 24 foot wide fire lane is required unless "no parking" signs are posted along Town Center Boulevard in front of this parking lot. (See Fire Department Comment). 2) Should City Council deny the ordinance prohibiting parking on both sides of Town Center Boulevard starting from the Wendy's site north to the Justice Item# 11 Center, the applicant will be required to replat this property to include the 24' fire lane required of the Fire Department. 3) The following irrigation equipment should be utilized in lieu of that indicated on the plans: · Toro Scorpio Radio Operated Controller in lieu of the Irdtrol. (See Leisure Services Department comments) 4) All trees should be irrigated by a bubbler system operated independently from the turf zones. (See Leisure Services Department comments) 5) Submit information on parking lot lighting. 6) Obtain approval from the Town Center Architectural Review Board. As you know, the YMCA has entered into an agreement with the City of Coppell for us to build a parking lot on city property. The lot will benefit the YMCA but also the Criminal Justice Center. The assistance I am requesting has to do with the submittal process. Dowdey-Anderson has submitted the civil plans with the exception of the landscape plans. To date, we have not received the plans back from the landscape architect. I am asking if in lieu of the landscape plans, will you take this letter with my commitment to you that the landscaping plans will abide and adhere to the requirements the city of Coppell has. We will get you the plans before the regularly scheduled Planning & Zoning meeting. The timing of this parking lot is critical to the YMCA. We feel we need the parking lot either completed or substantially completed by the end of December to meet our projected growth.
