Cpl Town Ctr/SPAm-DR 991104 City of Coppell Development Review Committee Comments Planning Department Coppell Town Center Addition, Site Plan Amendment (Coppell YMCA Parking Lot Addition) DRC Date: November 4, 1999 Planning & Zoning Commission Meeting: November 18, 1999 City Council Meeting: December 14, 1999 1. Rename the title block to read "Coppell Town Center Addition Site Plan Amendment". 2. Submit a landscape and irrigation plan as soon as possible. Also, furnish a letter from an arborist stating there are no existing trees that will be affected by this new development. 3. Close the southern entrance. 4. Approval will be conditional to "no parking" signs be installed along Town Center Boulevard upon completion of the parking lot. 5. Submit information on parking lot lighting. 6. Clarify that the planting island north of the handicap space is landscaped. A reminder that all planting islands must be a minimum of 150 sf, 9'-wide and must contain at least 1 tree. 7. All parking spaces and driveways shall be screened from all abutting property lines and public rights-of-way. 8. Provide a 4'-wide sidewalk along Town Center Boulevard. 9. Incorporate the following changes on the landscape plan: Add a tree directly north of the parking space at the northeastern edge of the parking lot. · Provide a 30" high hedge or berm to screen the eastern parking spaces. · Show the entrance median on the YMCA property. · Provide the total required and provided perimeter landscape square footages. · Change the plat reference of "Police and Courts Facility Addition, Lot 1, Block 1" to "Coppell Town Center Addition, Lot 1, Block 1 ". · Close the southern driveway. Note: A. Please revise plats, site plans, landscape plans, and building elevations based on staff recommendations. Should applicant disagree with staff comments please provide reasons why staff recommendations should not be followed when you attend the November 4th Development Review Committee (DRC) meeting. B. Each applicant will bring one new set of revised plats and plans to the November 4th DRC meeting. Applicants will be asked to show, explain and defend any revision. An Engineer for the project or other representative is urged to attend the meeting. C. Applicant will have till noon Tuesday, November 9th to resubmit eighteen (18) folded copies of revised plans and three (3) reduced paper copies (8 1/2 X 11) of each exhibit to the Planning Department From: Gary Sieb To: Clay Phillips Date: 10/29/99 7:41AM Subject: YMCA Parking Request Clay, just to let you know, we reviewed the Y's parking request yesterday even though it was not complete, and was actually submitted way beyond our cut-off date. We want them to remove access to the main drive and make all traffic movements into the lot from the shown north entry. Also, it is very important that we receive a landscape plan just as soon as possible. Curt's lettter to me stated that the I.s. would be received "...before the regularly scheduled Planning & Zoning meeting." Because the appearance of parking lots is sooooo important to the overall design of our Towne Center, that plan needs to be submitted NOW. We must have time to review and comment on it prior to the Planning Commission meeting; I need it post-haste! At any rate, we are faxing our comments to Dowdey this morning, (I'm in Dallas 'till noon-time) and urging them to make revisions and get the landscape plan to us just as soon as possible.
