Dear Dan:
You will find an accompanying copy of a letter which lists the conditions of City Council approval
of the final plat for Coppell Greens, along with page 97 of the City's subdivision ordinance
relating to underground electric service. You will note that the City requires all electric service
within a subdivision to be underground except where conditions do not warrant it.
In many instances existing overhead service may adjoin a subdivision and be permitted to remain.
In some instances existing facilities may be considered a condition which would not warrant
requiring 100% underground service. In the case of Coppell Greens, the existence of three
overhead power lines running parallel to Denton Tap Road, and crossing existing and proposed
public fights-of-way, provided sufficient justification to require the subdivider to comply 100%
with the underground service requirement.
Regarding the Texas-New Mexico power line specifically:
1. It was relocated from public right-of-way to private property without a building permit.
2. It upgraded an existing facility from one-phase to three-phase.
3. Texas-New Mexico Power has no franchise to serve property within Coppell.
Based on this, the City would consider the line to be a transmission line, subject to the
requirement of a special use permit.
Given these circumstances, the City questions the need for the line to be there at all. If it must be
there, then the City wants it to be underground or relocated so as not to be an eyesore at one of
the City's most important entrances.

RE: Coppell Greens, Phase One, Final Plat and Site Plan
Dear Madam/Sir:
This letter is to inform you that the Coppell Greens, Phase One, Final Plan and Site Plan, to
allow the development of 120 lots of the proposed 217-1ot residential subdivision located along
the west side of Denton Tap Road, approximately 800 feet north of the 121 Bypass was
approved by the Coppell City Council on Tuesday, September 9, 1997, subject to Engineering
comments (attached) and the following conditions:
1. The property owner must resolve which electric company will serve the
subdivision.
2. The City will not accept the infrastructure for the subdivision until after the
Texas/New Mexico power lines have been either removed or placed underground.
No building permits will be issued and the Final'Pla/cannot be recorded until this
is accomplished.
3. The TU Electric power lines must be placed underground.
4. Eliminate the use of the term zero side of a home from the homeowners
association document.
5. The homeowners association document must be approved by the City Attorney.
6. Substitute plant materials listed on the City's approved plant palette for .the
following plant materials:
a. Soft-leaf Yucca
b. Red Yucca
c. Virginia Creeper
d. Blue Rug Juniper
7. The Highway 121 and D/FW Airport disclosure statement which appears on Page
2 of the Final Plat should also be placed on Page 1.
This Final Plat must be filed with the Dallas County Plat Records Department. Approval is
valid for six (6) months. If the Plat has not been filed for record with the County prior to
March 9, 1998, it shall be deemed null and void and resubmittal shall be required. See the
attached checklist for the requirements for executing Final Plats and Replats.

1. As per the comments made during the planned development process, there is an existing
pond on the property therefore the appropriate permits need to be filed with the federal
government i.e.E.P.A. 404 permit.
2. Appears it will be difficult to provide access to Lots 31-35 Block C on Turnberry. Please
provide additional detail.

SECTION V - UTILITY SERVICES
A. All services for utilities shall be made available to each lot in such a manner so
as to eliminate the necessity for disturbing the street and alley pavement, curb,
gutter, sidewalks, and drainage structures when connections are made.
B. All gas, electric, telephone utilities, street lighting, and cable television shall be
underground except where conditions do not warrant underground installations.
The use of above ground utilities may be considered on an individual case basis
if the services are placed on the rear property line.
C. All support equipment (transformers, amplifiers, .switching devices, etc.)
necessary for underground installations shall be pad mounted or placed
underground.
D. The electric utility company shall be responsible for developing administrative
policies and cost reimbursement procedures for the installation and extension of
underground electric service. These policies shall permit the electric company
to recover the cost differential between extending and installing overhead and
underground service.
E. The Developer shall furnish all easements and right-of-way necessary for
construction of electric, gas, street lighting, telephone and cable television service
to the subdivision.
F. Overhead services will not be permitted to cross public rights-of-ways.
G. All borings will be required to be completed by "dry bore" methods with casing
pipe or as approved by the City.
