Powell (City Engineer) has questions about drainage channel. - Ownership - Landscaping effects on velocities 2. McDaniel explains that $40,000 check was cut by previous developer in January 1985 for landscaping and improvements. Check was given to City. It is not escrowed for improve- ments. 3. McDaniel explains that velocities are in 2 - 3 feet per second range, and there is less area draining to channel than originally designeo for. 4. Powell would like tD consider underground system for channel, improvements, and the economics impact on the project. 5. Powell explains FIA maps were revised in 1984, channel was designed in 1981. 6. McDaniel explains city accepteO channel with Plat and Plans in Sections of Woodridge I, II or ii in the early 80's. 7. Powell questions the following: - Effects of '81 vs. '84 F!A ma~ changes - Hydraulics of the channel - Responsibility of maintenance 8. Favre suggested that a concrete channel had been talked about instead of an enclosed system 9. McDaniel explains that in the Council's approval in '84, the $40,000 was intend~ to accommodate drainage and landscaping improvements. The Council was not in favor of concrete channel because of i%s unsightlyness. That area was desig- nated as a landscape area. The area discussed went as far as 600' +/- upstream of MacArthur (Then Allen Road). 10. Powell suggested thac date of check would be helpful. McDaniel can get date from Tim Thompkins (previous owner). If previous Councils have made commitments, Powell has no problem with upholding original commitments. Bowman has problem with changes in site plan; specifically: - change in out parcel -change in Building/Parking layout He would prefer new review of site plan by P & Z and Council. P & Z and Council approved old site plan for what it was. They may have new questions for what this new site plan could represent. 12. Powell says he has been instructed that a site plan and final plat cannot be acted on in the same session. The process involves approving the site plan on one night and separate approval of final plat on another night. 13. Powell says he will informally ask P & Z chairman to clarify the significance of changes on site plan or if final plat would be acceptable without new site plan. Powell would be able to talk with chairman on night of March 20tn. Powell would advise L/JA accordingly after meeting. 14. Favre received set of L/JA's plans resubmitted to Powell on 3/13/56 15. Powell says submittal date for April 20~h P & Z was March 17th. However, he would allow site plan to be schedule on next P & Z if it was necessary. Site Plan could be presented to P & Z by using an overlay of new plan to show changes to P&Z. 16. Meeting concluded with: 1. McDaniel to find date of check 2. Powell to discuss with P & Z chairman 3.
