DYNASTY CLEANERS Discussed height of screening shrubs. Height is deficient-Dwarf Yaupon Holly can not reach 30" at the time of planting and 36" within 1-year. Encouraged applicant to use an alternative. Indicated that shrubs must meet minimum height requirements or will not be issued a CO until they do. Additionally, the shrubs need to be pulled back against the parking and not up to 40' away, where they will not appropriately screen the parking from view. Discussed the placement of the perimeter trees within the perimeter area. The applicant agreed to this. Discussed the requirement that a L.A. must prepare the plan and no proof of that has been indicated. It was expressed that this plan is not the typical Landscape Plan reviewed and approved by the city, as it is lacking much of the detail and clarity that is typically shown, with an unclear legend, etc. The applicant indicated that the plan would be sealed with the next submission. Discussed use of Texas Sage and the number at the perimeter of the site. Encourage toning down use of these. Discussed the use Chinese Fringe Flower instead of Barberry. Plant Palette is now approved and applicant can use Fringe Flower. He will do so. Discussed slope of ground from sidewalk along S.H. 121 and Denton Tap that slopes up approx. 3' from sidewalk to back of parking lot curb. This is why some of the plantings are the way they are. Discussed juniper beds scattered along the front. Encouraged the applicant to eliminate altogether. As designed they would be hard to install and spec out on-site, as well as maintain and water. Discussed reducing the size of the seasonal planting bed. As originally shown, it was approx. 800 square feet-too large and an expensive maintenance issue. Applicant has done so. Additionally encourage to slightly reduce the size of the ground cover area around the seasonal bed. Discussed irrigation-applicant will prepare irrigation plan for site. Discussed architecture of building. Applicant is going to add a row of larger stone along the top of the building to break up mass. Expressed there are setbacks in the building lines that are not visible, will make those visible by a roof plan. Applicant will show the exterior ladder at the rear of the building. Applicant indicated to staff, that a monument sign would be placed on site, although no plans show a proposed monument sign. Staff indicated to the applicant that this must be shown and should have been shown from the original submission. Staff indicated that a permit would not be issued for a sign unless shown on the site plan, the applicant indicated that it would be placed on the plan by the next submission, which will be Tuesday, October 30th.
