Approval subject to the following conditions:
1)
Provision of a tree preservation plan, showing existing trees 8"
in caliper or larger.
2)
Provision of all additional underground utilities (there are to
be no additional power poles).
3)
Recommend to Council a waiver of the maximum 600' cul-de-sac
length requirement as shown on the Site Plan.
4)
Construction of a concrete sidewalk along the north side of the
Taco Bell property line, a temporary sidewalk along the north
property line of Lot 4, and a concrete sidewalk connecting the
Lot 4 temporary sidewalk to the building site on Lot 5.
Construction of sidewalks on Lots 1, 2 and 3, as well as the
permanent sidewalk on Lot 4 shall occur as those individual lots
are developed.
5) Provision of parking and landscaping ratios.
6)
Board of Adjustment approval of a special exception to reduce the
required number of parking spaces.

HISTORY:
There is no prior platting history on the proposed site. However, the
nearby Taco Bell site was subdivided from the total property in 1995.
TRANSPORTATION:
Denton Tap Road is an improved six-lane divided thoroughfare
(P6D) contained within a 100'-wide right-of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property suitable for
neighborhood retail.
DISCUSSION:
The proposed use is permitted in the "C" District. The plat complies with
Subdivision Regulations, except for the two items listed in the Engineering
Department Comments, the provision of a tree preservation plan and
satisfaction of the requirement that all utility service shall be underground,
or if overhead, at the rear property line, with no overhead utilities
crossing public right-of-way. All other issues can be addressed through
the site plan approval process.
Information not provided for site plan review includes a color board,
detail on parking lot lighting, location of trees 8" in caliper or larger, and
computations of parking and landscaping ratios relative to building area
and site area. However, it is clear that adequate landscaping can be
provided if the area within the landscape island of the public right-of-way
can be counted and if the Board Adjustment grants a special exception to
reduce the amount of parking to less than 1 space per 200 square feet of
building area. While this certainly would be reasonable for the proposed
use, it must be remembered that building uses do not always remain the
same for the life of a building. If the gymnastics facility were ever to
move elsewhere, the building could not be used for the majority of
otherwise permitted uses without increasing the amount of parking and
thereby reducing the amount of landscaping.
In resolving the problem of the driveway entrance width, as mentioned in
the Engineering Comments, the applicant's design professionals must
provide 26 feet of landscaping between the street curb and any parking or
driveway pavement it parallels. Fifteen feet is required as a landscape
buffer, the other 11 is required for street right-of-way.
The proposed building is 600 feet north of Sandy Lake Road and over 700
feet west of Denton Tap Road. The Committee to Improve the Visual
Image of Coppell considered 300 feet from major thoroughfares to be the
area of visual concern, therefore, architectural considerations on this
project should be minimal. While conspicuous at the outset, the building
will serve as a visual backdrop to future structures in front of it.

RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Planning staff recommends approval of the preliminary plat subject to
Engineering comments and the following conditions:
1)
Provision of a tree preservation plan, showing existing trees 8" in
caliper or larger.
2)
Provision either of all underground utilities or relocation of the
existing overhead utilities along Denton Tap Road to the rear of
the proposed lots.
3)
Reduction of the cul-de-sac length to a maximum of 600 feet,
provision of a 61'-radius public right-of-way for a 50'-radius
paved public street mm-around, and continuation of the two
parallel 25'-wide pavements as private driveways on Lot 5.
4)
Construction of a sidewalk along the south side of the proposed
street adjoining the Taco Bell property and along the west end of
the proposed street adjoining Lot 5 at the time of street
construction, construction of sidewalks on both the north and the
south sides of the street at the time of site development of Lots 1,
3 and 4, and construction of sidewalks on the west side of Denton
Tap Road at the time of site development of Lots 1 and 2.
Planning staff recommends approval of the site plan subject to the
following conditions:
1)
Provision of a color board acceptable to the Planning and Zoning
Commission.
2)
Addition of approximately 3600 square feet of masonry surface to
the exterior walls of the building to achieve 80 % masonry.
3)
Provision of detail on parking lot lighting acceptable to the
Planning and Zoning Commission.
4)
Provision of parking and landscaping ratios prior to City Council
review.
5)
Board of Adjustment approval of a special exception to reduce the
required number of parking spaces.
6)
Submission of a proposed mutual access and fire lane easement
document for review by the City Attorney.

1. A variance must be granted to allow for sidewalk to only be required on the north side of
North Texas Court.
2. The maximum allowable driveway opening for commercial use is 30' as per the City's
Subdivision Ordinance. Therefore, a parkway landscape buffer needs to be provided to
create two conforming driveways on North Texas Court.
