LOCATION: Located at the northwest corner of Southwestern Blvd. and South
Coppell Road.
SIZE OF AREA: 3.644 acres; proposed 4,131 s.f. building (in addition to Fire
Administration Building, Fire Station gl, water tower and
proposed Confined Space Rescue Training Center).
CURRENT ZONING: LI (Light Industrial).

HISTORY: Property was platted in 1996.
TRANSPORTATION: South Coppell Road is a 2-lane undivided asphalt road with side
ditches in a 60'-wide right-of-way, proposed to be a C2U collector
street with curb and gutter inside a 60'-wide right-of-way.
Southwestern Boulevard is proposed as a C4D four-lane divided
collector street to be built within a 90'-wide right-of-way.
Currently the street is a 2-lane undivided collector.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
institutional uses.
DISCUSSION: The animal shelter facility will be located immediately north of the
existing Fire Administration building and west of the water tower. The
facility will be accessed from Coppell Road. The building elevations
show a brick building with a glass panel entryway. Against the two-thirds
of the northern elevation will be a dog run which will be screened with a 6
foot high chain link fence. The northern and eastern elevations of the
chain link fence will be screened with Nellie R. Stevens Holly. The plant
list on the landscape plan will have to be modified to reflect the plant
material.
The site plan and landscape plan both show a 4' high monument sign
setback 40' from street right-of-way and 40' from the northern property
line. If this were a commercial building it would be allowed to have one
40 square foot sign setback a minimum of 15' from street right-of-way and
75' from other property lines. The applicant needs to submit an elevation
of the sign during the site plan approval process. Because the monument
sign was never shown on the site plan reviewed during development
review process, staff requests an elevation be submitted for review with
the size of the sign limited to 40 square feet.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of the site plan subject to the
following conditions being met:
1) Substitute the "Fraser Photinia" with the "Nellie R. Stevens Holly" on
the Plant List shown on the Landscape Plan.
2) Limit monument sign to 40 square feet and submit a monument sign
elevation for Planning and Zoning Commission review.
ALTERNATIVES: 1) Recommend approval of the request
2) Recommend disapproval of the request
3) Recommend modification of the request
4) Take under advisement for reconsideration at a later date.
