Bethel School Road is shown on the thoroughfare plan as a C2U
two-lane undivided collector street within a 60'-wide right-of-way,
built to standard east of Heartz Road and substandard in pavement
width west of Heartz. Heartz Road is shown on the thoroughfare
plan as a C2U two-lane undivided collector built to standard, but
within a substandard right-of-way width of 50' (60' is standard).

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
medium density residential uses.
DISCUSSION:
The Planning Director is authorized to approve minor plats, but may elect
to refer a minor plat to the Planning and Zoning Commission and City
Council. Since there will be no project delay resulting from Commission
and Council review of the plat, the Planning Director is exercising that
option. The plat cannot be considered as a Final Plat, since there is no
approved Preliminary Plat on file. Also, there is an existing overhead
cable located on the south side of Vanbebber Drive. There may be an
opportunity to have the cable buried, if adequate land is available.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Provided that the Commission has recommended approval of the Special
Use Permit, the planning staff recommends approval of the plat subject to
the following conditions:
1) Relabeling the title to read "Minor Plat".
2)
Provision of a utility easement along the north property line if
necessary to accommodate placement of the overhead cable
underground.
