SIZE OF AREA: 12.3215 acres
CURRENT ZONING: LI (Light Industrial).
REQUEST: Preliminary Plat and Site Plan review for expansion of an
existing parking lot to add 997 parking spaces to a church
facility.

HISTORY: There has been no recent development history on the tract in
question although the surrounding area has been developed with
warehouses and the Las Colinas Fellowship church building.
TRANSPORTATION: The property is currently served by the 121 service road in
Grapevine, and is proposed to have secondary access from
Gateview Blvd., a C4U improved street built in a 60 foot r.o.w.
SURROUNDING LAND USE & ZONING:
North- Vacant; "LI" Light Industrial
South - Vacant; "LI" Light Industrial
East - Office/showroom/warehouse; "LI" Light Industrial
West - Church and parking lot; City of Grapevine zoning

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable
for light industrial and showroom uses.
DISCUSSION: Although the major use of this property (a church) is located in
Grapevine, parking to support the activities of the church are
being proposed for location in Coppell. We can support the
request for an initial 997 space parking lot only if the applicant
abides by our landscaping requirements. It is important that the
guidelines be followed to the letter because of the vast amount of
parking the church will have when all development on their site
has been completed (see Parking Concept Plan).
There are two requests submitted with this application--site plan
approval discussed above, and preliminary plat consideration.
With corrections, including an accurate dimension of the acreage
and plat documents that include the entire site under
consideration, the preliminary plat--with Engineering comments
noted--is acceptable with revision. The site plan is acceptable
provided it tracks with the plat, and meets our landscaping
guidelines.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of the Site Plan and Preliminary Plat
provided the following conditions have been met:
1) An accurate acreage dimension, and plat document that includes the
entire site under consideration is submitted
2) Change Gateway Blvd. to Gateview Blvd. on all exhibits.
3) Orient all exhibits with North arrow to top or right side of page.
4) Dimension fire lanes/easements on all exhibits.
5) All parking spaces/landscape proposals meet City of Coppell
minimum requirements.
6) Indicate "Irrigation Plan" on Phase 3 Site Plan exhibit.
