HEARING DATE: January 12, 1999 LOCATION: Between the S.H. 121 service road and Gateview Blvd. SIZE OF AREA: 14.0 acres (shown as 12.3215 acres on original submittal) CURRENT ZONING: LI (Light Industrial). REQUEST: Final Plat for expansion of an existing parking lot to add 997 parking spaces to a church facility. Suite 400 Arlington, Tx. 76011 (817) 640-8535 Fax: (817) 633-5240 HISTORY: The parking site plan and preliminary plat (with minor corrections) were approved by Planning Commission in November, 1998. They were both considered and approved by Council on December 8, 1998. TRANSPORTATION: The property is currently served by the 121 service road in Grapevine, and is proposed to have secondary access from Gateview Blvd., a C4U four-lane undivided street built in a 60 foot r.o.w. SURROUNDING LAND USE & ZONING: North- Vacant; "LI" Light Industrial South - Vacant; "LI' Light Industrial East - Office/showroom/warehouse; "LI" Light Industrial West - Church and parking lot; City of Grapevine zoning Item # 9 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as s~itable for light industrial and showroom uses. DISCUSSION: We note that the resubmitted Landscaping Plan, Irrigation Plan, Site Plan and Final Plat do not contain the same acreage--a problem we had with the original submittal. The Plat and Site Plan indicate a 14.0 acre site, the Landscape and Irrigation Plan show a 12.5 acre tract. Staff needs clarification on these numbers as well as recognition that all planted trees must be a, minimum 3 inch caliper (the Landscape Plan shows 22 Cedar Elms along the extension road to Northpoint Drive as being 2.5 inch caliper). Provided a logical explanation can be given regarding these minor concerns, staff supports this request. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the Final Plat subject to: 1) combining Lone Star Gas and TU Electric signature block 2) Changing signature block to reflect Planning Commission has final plat authority with respect to this application.
