Terra desires to construct a temporary cul-de-sac at the southerly end of Fairway Drive to facilitate vehicular U-turns prior to the construction of the railroad crossing. This is in conflict with the stipulation in the ordinance requiring no greater length than 600 feet for a dead end street.
